On letterhead of 44 Redcliffe Gardens South Kensington SW10 London. 23 July 1939. 2pp. 12mo. In good condition lightly aged. The letter has two themes. First the condition of Osborne's eye following his departure from the Hospital for Tropical Diseases and treatment for amoebic dysentery. 'I have been away in Worcestershire having a slack time on a fruit farm. On my return I must have used the eye more than it could stand and it became inflamed badly. … I do hope your eye is now behaving itself and that you will soon be out of the doctor's hands and able to resume your work. For I know well what you must be feeling.' Second Codner's need for the address of Emery Walker Ltd 'the firm who undertake reproductions of pictures by photogravure or colotype'. He concludes: 'If your client prefers a Mezzotint Engraving which is of course more satisfactory perhaps you could find out what he thinks it should cost & I may be able to put you in touch with a good engraver.' Two color plates featuring original watercolors. All contents collated and present now housed in a buff portfolio with Hensel printed on the front cover and that has an additional plate affixed thereto. Scarce in any condition but this one has extraordinary association value.Member I.O.B.A. C.B.A. and adherent to the highest ethical standards. Paperback. viii 101p. text in French letterpress on Rives mostly unopened and where opened perfect; title and tailpieces struck in mauve pale yellow and gray with titling in deep blue. Softbound 10x7 inch blank white wraps in a decorated wrapper issued further with an isinglass sur-wrap which we have discarded see below why. No.385 of a run of 500 of 650 top and tail rims a little worn but a very nice copy except for the darn isinglass or glasscine which was very darkened from acidity brittle with splits and chips and had also picked up a small stain lower corner. The decorated wrapper was definitely affected beneath it-- both covers are hazily toned. Corner-tips are a little turned else sound clean and unmarked a good to very good copy. Maurice Ray's contributions are leafy motifs restrained human figures mildly sexy and the slaying of a pretty tiger. Prose text: we believe it to be from Bonniot's intro; our French is poor an ms that Mallarme squirreled away in 1876 inspired by an introduction he wrote then for Beckford's Vathek. L. He works extensively on issues associated with multilateral negotiations particularly the Comprehensive Test Ban Treaty the Non-Proliferation Treaty and fissile material cutoff issues. He later became the Director of Global Security Engagement and Cooperation in the Office of International Policy at the National Nuclear Security Administration within the U.S. Department of Energy. This is a clear and compact history of the evolution of conventional U.S. defense policy. This work covers all of the major trends of the previous 45 years. In the process it shows that the pressure for change in defense policy in the last portion of the twentieth century which was brought on by the budget and trade deficits a constantly changing international environment and evolving public attitudes was not entirely new. Important lessons could be learned by carefully examining the relationships between specific weapon progrms and shifts in national strategy and service doctrine during this time. The development of new nuclear weapon designs as well as the imperative to test these designs were now inextricably linked. Nuclear tests were considered essential to maintaining confidence in the effectiveness and usability of these weapons. Since the Alamogordo test upwards of 2000 nuclear tests have taken place globally. Of these 528 were conducted in the atmosphere. In 1954 after an unexpectedly powerful and environmentally damaging test called Castle Bravo took place over Bikini Atoll in the Asia Pacific4 Indian Prime Minister Jawaharlal Nehru called for a "standstill" in nuclear explosive testing: "Pending progress towards some solution full or partial in respect of the prohibition of these weapons of mass destruction the Government would consider some sort of what may be called a "standstill agreement" in respect at least of these actual explosions."5 In 1958 the United States the Soviet Union and the United Kingdom undertook negotiations over a cessation of nuclear testing but a number of issues mostly related to verifying compliance proved intractable. Some success was attained after the Cuban Missile Crisis as the three parties agreed in 1963 to the Limited Test Ban Treaty LTBT which banned all nuclear testing in the atmosphere in space or underwater. Nuclear tests would henceforth be permitted only underground. Subsequent efforts to negotiate a complete cessation proved unsuccessful until 1994 when negotiations on a multilateral comprehensive nuclear test ban began in earnest. The Center for the Study of Weapons of Mass Destruction is at the forefront of education and research on the impact of weapons of mass destruction WMD on U.S. and global security. The Center was established in 1994 as the Center for Counterproliferation Research at the request of then Assistant Secretary of Defense Ashton Carter as an outgrowth of the Defense Counterproliferation Initiative. Ambassador Robert Joseph who later served as a Special Assistant to the President on the National Security Council staff and as an Under Secretary of State under President George W. Bush served as the Center's first Director. In 2001 Dr. John Reichart succeeded Ambassador Joseph as Director and the Center expanded its research from WMD challenges to the military to encompass a full spectrum of WMD issues affecting a broad set of U.S. government departments and agencies. In 2004 the Center for Counterproliferation Research changed its name to the Center for the Study of Weapons of Mass Destruction to reflect this change in mission. In 2008 pursuant to the Chairman Joint Chiefs of Staff Instruction 1801.01C the Center became the focal point for WMD education in Joint Professional Military Education. In 2015 Mr. Charles Lutes succeeded Dr. Reichart as Director following Dr. Reichart's retirement after more than forty years of government service. Throughout its history the Center has maintained a broad mandate for education research and outreach and has pursued ambitious initiatives in these areas. Its research contributes to the understanding of the security implications of WMD as well as to the challenge of fashioning effective responses. The Center is actively engaged on pressing and emerging WMD issues such as interdiction elimination consequence management deterrence and escalation management. It also examines responses to new and evolving WMD threats including nuclear terrorism bioterrorism and nontraditional agents and assists combatant commands in preparing to deal with the operational impact of chemical and biological weapons. Through its education research and outreach programs the Center seeks to enhance awareness in the next generation of military and civilian leaders of the WMD threat. In addition to the Center's courses on countering WMD and consequence management at National Defense University staff members also lecture on WMD issues widely and across the academic and operational spectrum. The Center is building a cadre of future leaders knowledgeable about WMD through its innovative Program for Emerging Leaders. Maloney served overseas with the 15th Canadian Ambulance Corps as well as the 4th Canadian Armoured Division Medical Corps. He returned to Canada at the end of the war and died in 1996.
