‎Correspondence Relative to the Discontinuance of Transportation. Presented to both Houses of Parliament by Command of Her Majesty 7 February 1865‎

‎London: Eyre and Spottiswoode HMSO 1865. Fine. Tall quarto 56 pp. disbound. Transportation to the east coast ended some years before the publication of this British parliamentary paper. In October 1850 the last convicts arrived in New South Wales and 1853 in Van Diemen's Land. However a smaller number of convicts - usually one to two transports per year carrying 500 to 600 men - continued to arrive in Western Australia an estimated total of 9635 men over 18 years. The colonists insisted it was vital to the development of Western Australia where labour remained scarce and expensive while others insisted that convict transportation of any kind was intrinsically pernicious and should be stopped. This report comprises despatches from Australian governors including Sir Charles Darling Victoria Sir Dominick Daly South Australia and John Hampton Western Australia concerning the issue of on-going transportation. Recipients include Edward Cardwell M.P. the Duke of Newcastle and other prominent British politicians. Overall the governors are highly critical of continued transportation while Hampton continues to vigorously defend the need for convict labour in Western Australia and its positive effect on revenue and exports. On the contrary Sir Charles Darling expresses Victorian sentiments when writing to the Duke of Newcastle 'we deny the right of the colonists of Western Australia to calculate upon the continuance of a policy which was initiated as an experiment a few years ago and which has produced effects of a mischievous nature to the subjects of Her Majesty in other colonies of Australia.' What emerges from this political rhetoric is a strong articulation of a new Australian national identity of free and prosperous colonies shaking off the convict past. The actual number of convicts sent to Western Australia and their remote location posed little or no danger to South Australia and the colonies of the eastern seaboard. Nonetheless the stigma of transportation ran deep making the Correspondence Relative to the Discontinuance of Transportation an important part of Australia's cultural history and quest for national identity. Ultimately the push to end transportation outright was successful: 'On 12 October 1867 the last convict ship sailed for Western Australia. It carried among others sixty Fenians to complete the tally of political prisoners sent to Australia; it marked the end of an important aspect of Australian history and of the penal practice of the United Kingdom' Shaw Convicts and the Colonies p.358. ‎Petition of B.T. Finniss. To the Honourable House of Assembly.‎

‎Adelaide: Government printer 1866. Very good condition. Foolscap folio tinted 6 pp. stamp of the Clare Institute. Official publication of the petition presented to parliament by Boyle Travers Finniss defending charges of incompetence of command and misallocation of public funds. Following the decision to place the Northern Territory under South Australian jurisdiction in 1863 Finniss was appointed resident and embarked on the project of establishing a settlement at Adam Bay. A surveyor by profession Finniss had previously worked with Colonel William Light in laying out the city of Adelaide. The Adam Bay site appeared sound in the dry season but quickly became unworkable in the monsoon. Conflict with local Aborigines and interpersonal rifts with the settlers ended Finniss' role in the North; he was ultimately recalled and reprimanded by a Royal Commission for the loss of £40000. This petition refutes the claims of incompetence levied against Finniss by several settlers by this stage the proceedings had become acrimonious and Finniss assumed much of the blame for the failed settlement.
