Le premier document présenté est un extrait du Procès-verbal de l’Assemblée Provinciale d’Auvergne du 6 décembre 1787. Cette assemblée dresse un constat de la misère de ses administrés et prend la résolution d’éradiquer la mendicité « Mais c’est la mendicité Messieurs, et non pas les Mendians que vous devez détruire : il ne s’agit point d’éviter leurs importunités, mais de les soustraire au besoin ; et nous n’avons le droit de leur interdire ce triste métier, que lorsque nous leur aurons assuré d’autres ressources. On sait qu’il faudrait attacher chaque pauvre à son village, par un travail proportionné à ses forces ; fournir à la nourriture des Vieillards et des Infirmes, et se convaincre assez que tout Mendiant a de quoi vivre, pour oser lui refuser des secours. » Ce procès-verbal se termine par le souhait de suivre l’exemple de Beaumont-le-Vicomte. Le second document (pp. 3 à 28) est le Compte Rendu du Bureau général de Charité de Beaumont-le-Vicomte (Beaumont sur Sarthe) remis à l’évêque du Mans pour l’année 1786-1787. Ce Bureau de Charité, dû à l’initiative de la paroisse de cette ville, était une caisse sociale à laquelle chacun cotisait selon ses ressources, puis redistribuée aux plus nécessiteux. Comme cette caisse ne suffisait pas à éradiquer la pauvreté dans le faubourg pauvre de cette cité, et qu’un certain nombre des personnes sans emploi étaient en âge et en état de travailler, on confia aux pauvres les travaux de voierie de la ville ce qui assura des moyens de subsistance à tous. Ce Bureau de Charité pourvoyait aussi à l’éducation et à la santé. Le troisième document est le Tableau général des recettes et dépenses du Bureau de Charité de la ville de Châteauroux en Berry, et des moyens qu’il a employés pour éteindre la Mendicité, Dédié à M. le Comte de Vergennes. C’est le bilan économique de cette association similaire à celle de Beaumont-le-Vicomte. Ce rapport montre comment l’aide aux mendiants profita non seulement à Châteauroux (qui comptait 1300 mendiants en 1778), mais aussi aux autres villes de la Province qui profitèrent des travaux et des succès de l’entreprise. Les 4 tableaux dépliants donnent les comptes de Bureaux de charité, le nombre de bénéficiaires selon leur âge et leur sexe, un formulaire donnant l’estimation du travail accompli et les besoins journalier des travailleurs et l’État des recettes et dépenses du Bureau de Charité de Châteauroux. Nous n’avons pas identifié le membre de l’Assemblée d’Auvergne qui a soumis ce rapport.Bel exemplaire frais.
