This is an application package for transitional grants to local educational agencies if they met eligibility requirements that were outlined in the regulations issued in connection with the Indochina Migration and Refugee Assistance Act. It was possible to recieve up to $600 per refugee student admitted into the local school district. From Wikipedia: "The Indochina Migration and Refugee Assistance Act passed on May 23 1975 under President Gerald Ford was a response to the Fall of Saigon and the end of the Vietnam War. Under this act approximately 130 000 refugees from South Vietnam Laos and Cambodia were allowed to enter the United States under a special status and the act allotted for special relocation aid and financial assistance. The end of the Vietnam War left millions of Southeast Asians displaced. In South Vietnam alone the war had created over 6 million refugees from 1965 to 1971. Preceding May 1975 the United States policy for Southeast Asian refugee had been to assist by resettling them in safer areas of their home nations. As the war began to come to a close in early 1975 the State Department prepared an evacuation plan for U.S. forces as well as 18000 Vietnamese refugees but it quickly became apparent that this evacuation plan did not meet the incredible need of the refugees. When the South Vietnam government rapidly deteriorated in April 1975 President Ford authorized an evacuation of up to 200000 refugees. The Indochina Migration and Refugee Act was enacted on May 23 1975 and allocated funding for the evacuation and resettlement of Vietnamese refugees in the United States. Because of this act the 65 000 Vietnamese who had been evacuated by the U.S. military and an additional 65 000 who had made their way to the U.S. on their own gained parole into the United States. To process the refugees four temporary immigration centers were set up at Eglin Air Force Base Florida; Camp Pendleton California; Fort Chaffee Arkansas; and Fort Indiantown Gap Pennsylvania. Each refugee underwent a security check and could be denied admittance if he or she violated a social norm had a criminal record or had offenses that were political in nature. A team effort of dozens of immigration agencies aided in the resettlement process of those who made it past the screening including the United States Catholic Conference Church World Service International Rescue Committee Hebrew Immigrant Aid Society the Lutheran Immigration and Refugee Services the Tolstoy Foundation the American Council for Nationalities Service the American Fund for Czechoslovak Refugees the Travelers Aid International Social Service of America as well as several state and city service centers. 3 In 1975 almost 130 000 refugees were paroled through this system which finished its initial operations at Fort Chaffee in December of that same year. 4 While the first year of the Act had come to a close it opened the doors for years of mass refugee acceptance. Although many politicians thought it appropriate and necessary for the United States to provide a safe haven for those denied their human rights some questioned the fairness of the Indochina Migration and Refugee Act for several reasons. Some mostly conservative republicans argued that the refugees would never be able to assimilate to American culture and would detract from the value system already in place. Other legislators like Representative Frank Sensenbrenner were concerned with the price tag of committing so many immigrants roughly $1 billion per year especially in a time of rising unemployment. 5 While many refugees were receiving financial assistance economic success did not come easily and this usurpation of federal funding became an issue that not only lawmakers were paying attention too but also the American public. The United States Army Field Artillery School USAFAS trains Field Artillery Soldiers and Marines in tactics techniques and procedures for the employment of fire support systems in support of the maneuver commander. The school further develops leaders who are tactically and technically proficient develops and refines warfighting doctrine and designs units capable of winning on future battlefields. The school is currently located at Fort Sill Oklahoma. The mission of the Field Artillery is to destroy neutralize or suppress the enemy by cannon rocket or missile fire and to help integrate all fire support assets into combined arms operations. The U.S. Army Field Artillery School trains educates and develops agile adaptive and decisive Soldiers and leaders; engages collaborates and partners with other branches sister-services and other fires warfighting function proponents; and serves as the lead agent for the development of Field Artillery doctrine concepts and dissemination of that knowledge to the Field Artillery force in support of commanders operating across the full spectrum of conflict and in the joint inter-organizational and multinational JIM environment. The U.S. Army Field Artillery enables maneuver commanders to dominate in Unified Land Operations through effective targeting integration and delivery of fires. The vanguard sometimes abbreviated to van and also called the advance guard is the leading part of an advancing military formation. It has a number of functions including seeking out the enemy and securing ground in advance of the main force. The vanguard derives from the traditional division of a medieval army into three battles or wards; the Van the Main or Middle and the Rear. The term originated from the medieval French avant-garde i.e. "the advance guard". The vanguard would lead the line of march and would deploy first on the field of battle either in front of the other wards or to the right if they deployed in line. The origin of USAFAS can be traced back to the 1907 reorganization of the Artillery Corps and to the character of Fort Sill at that time. The 1907 reorganization created Coast and Field Artillery Branches. In the process of this reorganization the Field Artillery was deprived of its former home at Fort Monroe Virginia. Fort Sill was considered the best location for a Field Artillery school since its 15000-acre reservation allowed ample room for target practice and its great variety of terrain offered an excellent area for different types of tactical training. In addition the post had already assumed the character of the home of artillery with a large number of artillery units assigned. The first artillery school the US Army School of Fire was organized in 1911 by Captain Dan Tyler Moore. With the exception of a brief period in 1916 when school troops were used as frontier security guards during the Mexican Revolution the School has operated and expanded continuously. Hundreds of thousands of artillerymen have been trained at Fort Sill since the inception of the School. After the United States entered World War I the school reopened in 1917 with Col. William J. Snow as commandant. The Field Artillery School as it was now known added more courses. After the war school commandants began a long-range program to improve field artillery mobility gunnery and equipment. Budget cuts during the 1920s hampered their efforts but innovative directors of the Gunnery Department with support from school commandants helped modernize the field artillery in the 1930s. Maj. Carlos Brewer director of the Gunnery Department in the late 1920s and early 1930s introduced new fire direction techniques so fire support would be more responsive. Maj. Orlando Ward the next department director developed the fire direction center to centralize command and control and to facilitate massing fire. Brewer Ward and Lt. Col. H.L.C. Jones encouraged replacing horses with motor vehicles for moving field artillery guns. During World War II to best use new long-range guns and better response times the Field Artillery School championed the use of air observation to control artillery fires. The War Department approved organic field artillery air observation in 1942. The artillery air observers adjusted massed fire and performed liaison reconnaissance and other missions during the war. Following the war the school adapted to the atomic age and the Cold War. The War Department consolidated all artillery training and developments under the U.S. Army Artillery Center at Fort Sill in 1946. At that time the center included the Artillery School the Antiaircraft and Guided Missile School at Fort Bliss Texas and the Coast Artillery School at Fort Scott Calif. United States Army. The booklet is in Very Good condition and was issued without a dust jacket. The text pages are generally clean and bright. there are a couple of spots on the first several pages Laid-in are the graduation program one page folded one and a course completion award for Naval Training School Radio for Ruth Eileen Ewl. The course took place at Miami University in Oxford Ohio at the same time as the Eleventh Graduating class radio of Navy cadets. "To be eligible for officer candidate school women had to be aged 20 to 49 and possess a college degree or have two years of college and two years of equivalent professional or business experience. Volunteers at the enlisted level had to be aged 20 to 35 and possess a high school or a business diploma or have equivalent experience. The WAVES were primarily white but 72 African-American women eventually served. The Navy's training of most WAVE officer candidates took place at Smith College Northampton Massachusetts. Specialized training for officers was conducted on several college campuses and naval facilities. Most enlisted members received recruit training at Hunter College in the Bronx New York City. After recruit training some women attended specialized training courses on college campuses and at naval facilities. The WAVES served at 900 stations in the United States. The territory of Hawaii was the only overseas station where their staff was assigned. Many female officers entered fields previously held by men such as medicine and engineering. Enlisted women served in jobs from clerical to parachute riggers. Many women experienced workplace hostility from their male counterparts. The Navy's lack of clear-cut policies early on was the source of many of the difficulties. The WAVES' peak strength was 86291 members. Upon demobilization of the officer and enlisted members Secretary of the Navy James Forrestal Fleet Admiral Ernest King and Fleet Admiral Chester Nimitz all commended the WAVES for their contributions to the war effort.
