Ed. orig. di questo discorso tenuto da Raffaele Garofalo (1852-1934), uno dei principali esponenti dell'antropologia criminale insieme a Cesare Lombroso ed Enrico Ferri, sull'importanza dell'istruzione primaria come uno dei piu' importanti deterrenti alla criminalita' minorile. Il saggio contiene anche una lucida disamina delle condizioni del sitema scolastico di fine Ottocento. Secondo Garofalo cio' che manca e' 'la scuola educatrice dei sentimenti, la scuola che possa in qualche modo sostituire, nelle classi povere e incolte, quella educazione morale che [...] puo' dare soltanto una madre'. Alla scuola non si possono domandare miracoli - sostiene - tuttavia il sistema scolastico in Italia non si cura assolutamente dell'educazione dei fanciulli anche perche' spesso gli insegnanti non hanno scelto la professione guidati da un reale interesse, quanto dalla mancanza di un altro lavoro sicuro. Il giovane che non puo' darsi alle professioni liberali cui aspirava e' costretto 'a insegnare la grammatica e l'aritmetica a ragazzi della plebe che non conosce e per i quali non prova altri sentimenti che la ripugnanza e la noia'.

Intonso e nelle sue barbe. Fioriture lievi perlopiù marginali.. Critica il metodo Jacotot che si dichiarava universale e per l'emancipazione intellettuale. GASXC era contrario aletteratura e grammatica e preferiva le scienze natutrali e la geomatria pratica. Cfr Revue Encyclopédique, tome 45, janvier-mars 1830, Paris De Plassan, p. 699. Joseph JACOTOT (1770-1840), insegnante e filosofo dell'educazione, difese i principi della Rivoluzione anche combattendo nel 1792, nel 1794, funzionario dell'Ecole Polytechnique, sperimentò il suo metodo a Lione. La Restaurazione lo obbligfò a trasferirsi a Bruxelles dove rese sistematico il suo metodo "panecastico" di "Enseignement universel", che suscitò plausi e polemiche come questa in vari Paesi.
