Smith et al. titled ""A Plea for Religious Liberty"". It begins by emphasizing the hard work and perserverance of the Mormon peoples to settle the Western desert and cites that polygamy is a religious rather than earthly choice. Harkening to the writers of the Constitution it goes on "".in proclaiming the old Jeffersonian doctrine that the Government is best which governs least I would not have even a minority on this floor. But when I say that in a system of self government such as ours.that seeks to be a governent of the people by the people and for the people we have no room for the guardian nor above all for the master.""
