Il soumet un "Projet de décret" en 30 articles, suivi d'un "Projet de tarif des droits à percevoir sur les marchandises provenant du commerce français au-delà du Cap de Bonne-Espérance à compter du 1er juillet 1790", ventilé par catégorie de produits et par provenance. Ce projet souleva de vives critiques, comme contraire à la liberté commerciale. (Goldsmith's, 14177). Très bon exemplaire, très frais.

1866A la chambre, le financier Emile Péreire défend ses conceptions saint-simoniennes, favorables au libre-échange, à l'Empire et à l'Empereur. De vifs échanges ont lieu avec Augustin Pouyer Quertier, industriel rouannais,propriétaire d'une filature de coton. Il est question, dans cette passe d'armes de de la compagnie des paquebots transatlantiques, dont les frères Péreire sont concessionnaires. Accusé par son adversaire de défendre à la Chambre des intérêts privés, il rappelle les conditions dans lesquelles la compagnie a été acquise et défend un bilan qui respecte le cahier des charges signé avec l'Etat. Pour ce qui concerne la marine marchande, il s'oppose au droit de tonnage.
