The Safe Drinking Water Act Authorization of 1979 Public Law 96-63 was an act of Congress that extended appropriations for the Safe Drinking Water Act SDWA for three fiscal years. It provided federal funding lines for EPA research technical assistance state program grants and underground water protection. Enacted on September 6 1979 Public Law 96-63 updated the legislative provisions of the original SDWA passed in 1974 to keep federal water security and state grant programs funded. The 1979 legislation amended the Public Health Service Act to authorize the following specific annual budget allocations:State Grants for Public Water System Supervision: Authorized $29450000 FY 1980 $32000000 FY 1981 and $34000000 FY 1982. State Underground Water Source Protection: Authorized $7795000 FY 1980 $18000000 FY 1981 and $21000000 FY 1982. By extending the authorization Congress allowed the U.S. Environmental Protection Agency EPA to continuously enforce national health-based standards to protect tap water. It also maintained a critical framework to prevent both naturally-occurring and man-made contaminants from polluting public drinking water supplies. The Safe Drinking Water Act SDWA is the primary federal law that ensures the quality of public drinking water in the U.S. Originally passed in 1974 the law was significantly amended in 1996 to direct the EPA to set science-based legally enforceable standards for over 90 contaminants in public water systems. The EPA is authorized to establish National Primary Drinking Water Regulations NPDWRs to protect against both naturally occurring and man-made contaminants. While the EPA sets the baseline the SDWA allows states to assume primary enforcement responsibility primacy as long as their state standards are at least as stringent as the federal requirements. The Act authorizes EPA-administered or state-run programs to regulate the injection of fluids underground to prevent contamination of underground sources of drinking water. The Act authorizes funding mechanisms-such as the Drinking Water State Revolving Fund DWSRF-to assist public water systems in financing the costs of infrastructure improvements needed to comply with SDWA regulations. The original Act is Public Law 93-523 enacted December 16 1974. U.S. Government Printing Office paperback
2005réf. 014710CN The Hague: Kluwer Law International 2005. Second Edition. Cloth/Laminated Boards. Like New/No d/j as Published. 8vo - over 7¾" - 9¾" tall. Type: Book Among restrictions on imports safeguard measures are particularly controversial in that they are invoked in the absence of any unfair trade practice. Safeguards interfere substantially with the normal stream of trade and their improper application undermines the objectives of the WTO. Recent WTO cases have brought the attention of trade lawyers to the absence of comprehensive materials on this complex subject and highlighted the need for a reliable guide to the WTO rules on safeguards. Dr. Y.S. Lee perhaps the world's foremost authority on safeguard measures has provided such a guide here updated in its second edition. Readers may expect from this book comprehensive coverage on safeguards to date with legal analysis of the important issues in the interpretation and application of the current rules on safeguards. The author also proposes modifications to enhance and clarify the discipline of safeguards. The crucial issues raised include the following: economic and political justifications of safeguards; applicability of GATT Article XIX; interpretation and application of the Agreement on Safeguards including nondiscriminatory application of safeguards and justification of safeguards-in-response; transitional product-specific safeguard measures against China; and emergency safeguards to trade in services. The focus of the book is on the WTO Agreement on Safeguards as interpreted by WTO Panel and Appellate Body reports in key cases including Korea' Dairy Products Argentina's Footwear United States' Wheat Glutten United States' Lamb Meat Chile's Price Band System United States' Line Pipe and United States' Steel Products. Dr. Lee summarizes the various key findings and provides lucid and well-balanced analysis of these reports. "Safeguard Measures in World Trade" comes at a time when safeguard measures continue to mount in various parts of the world and a possible domino effect can destabilize the international trading system. It will be of inestimable value to government officials trade lawyers international business people and academics in trade law and related fields. 265pp. Kluwer Law International hardcover
