Advocates of pluralist competitive politics have regarded decentralization as a device for deepening democracy or for prying closed systems open and to give interest groups space in which to organize compete and otherwise assert themselves. Some politicians in central governments see it as a means of delegating expensive tasks to others lower down. From a political economy perspective this study examines the origins of the current wave of decentralizations in less-developed countries and its implications especially its promise and limitations for rural development. It is based mainly on empirical evidence drawn from experiments with decentralization in a large number of countries. The paper is divided into six parts. Part I defines terms to show that the word ""decentralization"" can mean many different things. Part II examines why some political regimes have often tended not to decentralize even when all indicators support the need for it. Part III seeks to explain the tendency of many regimes during the early 1980s to decentralize. Part IV examines the encounter between decentralized institutions and how they operate within their state-society and political milieu. Part V discusses the advantages and disadvantages of decentralization. Part VI assesses the promise of decentralization for rural development. paperback

Mounted on contemporary paper & card with a panel space at the upper edge - maybe for a calendar month as we have had others with the month filled in. Original watercolour most probably by a member of the Waddon-Martyn family of Tonacombe Manor in the mid 19th century. Mounted on contemporary card backing sheet. c9x 7 inches image size Tonacombe is a late medieval manor house built in the early 16th century with 18th century renovations. The main building dates from the marriage of Tomasin Jourden of Tonacombe to John Kempthorne Ley. The house passed through the female line to the Waddon family in the mid 17th century and to the Martyns in the late 18th century. Tonacombe is the original of "Chapel" in 'Westward Ho !' which was partly written there and Charles Kingsley was a frequent visitor. He was born at Holne Vicarage under the brow of Dartmoor Devonshire. . unknown

It is identified in the lower border of the album leaf on which it has been mounted but I have been unable to decipher either the name of the house of the owner. The album leaf is torn in the left hand corner but this does not affect the watercolour. 1 60mm x 244mm. c1850. Possibly: Norwich Manor House home to the commissary general to the dean and chapter of Norwich. unknown
