1867ref. BK0152Barbados: Office of "The Official Gazette" No. 14 Broad Street 1867. 30 pp. with unnumbered index 42 pp. Half leather over cloth boards. Ink ownership inscription "W. Brandford Griffith / 1869" on a preliminary blank. Scattered foxing and light toning. A locally printed manual for the Barbados House of Assembly with the ownership inscription of William Brandford Griffith then both a member of the Assembly and the island's auditor-general. Griffith served in the Assembly from 1861 to 1874 and was appointed auditor-general in 1863; he subsequently held several other colonial offices before becoming governor of the Gold Coast in 1885. The rules numbered through 271 and accompanied by an extensive alphabetical index set out the conduct of the Assembly's public business. The index includes procedures for issuing election writs and returning the names of elected members to the governor and council together with the course to be followed when writs had not been executed. Although published well after emancipation these rules governed an Assembly whose electorate remained restricted by property qualifications. Free men of color had gained voting rights subject to those qualifications in 1831 and Samuel Jackman Prescod entered the Assembly in 1843. Planters and merchants nevertheless continued to dominate both the Assembly and the Legislative Council during the period in which Griffith served. The Assembly of Notables was an advisory body of the Old Regime, including nearly 150 of the most prestigious nobles and public officials of France. The first Assembly of Notables, convened by Louis XVI to approve the last great reform program of the Bourbon monarchy, rejected unexpectedly the most important reforms, initiating the crisis leading to the revolution in 1789. The government's program, conceived by the controller general, C.-A. de Calonne, intended to eliminate the mounting deficit through a combination of financial and institutional reform. A new land tax and provincial assemblees were the centerpieces. Other reforms included the taille (tax on commoners, mainly peasants), a money payment replacing the corvée (peasant road service), a more equitable salt tax (gabelle), free internal trade in grain, and removal of tariff barriers within the national borders. The Notables had several reasons to oppose most of the proposed reforms and close analysis of their debates and of their role in ancien régime society helps to explain why they opposed royal reforms and why their example sparked broader opposition, which succeeded ultimately in undermining the monarchy and forcing it to convene an Estates General in 1789. The major theme in the first Assembly was the nation controlling and participating in government and from the spring of 1787 until the autumn of 1788, calls resounded for the convening of an Estates General and for extending the powers of provincial assemblees. The crown finally succumbed to financial stringency and public pressure and in August 1788 an Estates General was summoned. In the same year, 1788, a second Assembly of Notables was convened with the task of advising the king on procedures for electing the Estates General. During this session, of which the proceedings were edited by P.S. Dupont de Nemours and Hennin, the decision was made to convoke the États-Généraux in 1789 and the rules of the elections were established. The debate centered, among other things, on equal representation for each order and separate deliberation and vote by order. The public demanded the 'doubling of the Third' and 'vote by head', aimed at ensuring greater influence for the Third Estate in the Estates General. These issues dominated debates in 1789, until June, when the three orders merged into a National Assembly, marking the first victory of the Revolution.

Photo album of the New York lawyer and politician Smith M. Weed 1833-1920 who served on the New York State Assembly from 1865 to 1867 in 1871 and from 1873 to 1874. This album probably dates from 1871 one of the years Smith served on the Assembly that coincided with John T. Hoffman the first man pictured here serving as governor of New York. It is perhaps significant that Weed does not identify Hoffman by name but simply lists him as the Governor of New York--Hoffman was implicated as being part of the Tammany Hall Tweed Ring against which Weed was an outspoken critic. His report in favor of repealing the Erie Classification Act came within a vote of breaking up the Tweed and Erie Rings for which he was "regarded as an enemy of the then party-controlling influence. He was brutally assaulted by the notorious James Irving then a power with the 'Ring'" Life Sketches of Government Officers of Members of the Legislature of the State of New York 1873. The majority of the grievances were directed at the authoritarian regime of Lord Dalhousie as governor of Lower Canada and Governor-in-Chief of British North America 1820-28 when he was recalled. Included are grievances relating to Dalhousies establishment of a new Quebec Gazette his censure of Sir Francis Burton for having sanctioned a Bill of Supply his dismissal of militia officers and exercise of intimidation during elections his dismissal of justices of the peace and the unfair manner of jury selection. "Among other things the Montreal petitioners complained that contrary to the laws of England juries both grand and petty and both King's Bench and Quarter Sessions were being drawn exclusively from the town of Montreal rather than from the district at large. The committee chaired by Denis-Benjamin Viger concluded that this practice of jurors being "selected or as it were packed - summoned exclusively from among the inhabitants of a particular place or from a particular class - cannot be more compatible with liberty than it is with the rules of impartial justice. It is repugnant to every principle of our government and can only tend to the overthrow of the constitution of the country .The executive's control over the process of selecting juries became for the Patriotes yet another symbol of despotism and of the attempted exclusion of canadiens from their democratic rights given that they predominated in the countryside; a number of highly political jury trials for libel and sedition did nothing to help matters. The controversy only began to die down from 1830 when James Kempt ordered that jurors be drawn from the body of the district; the denouement came in 1832 when the legislature adopted a law regulating the qualification and selection of jurors " Donald Fyson Grand Juries Political Power And Citizenship In Quebec And Lower Canada 1764-1830 a paper for the 77th annual meeting of the Canadian Historical Association Ottawa May 1998TPL 1549. The National Assembly decree calling for the publication of all accounts and charts of the La Pérouse expedition. In this second of two La Pérouse decrees of 1791 the government commits to the publication of the maps and narrative for the official account of the voyage. The publication would be six years in the making first appearing in 1797 as Voyage de la Pérouse autour du Monde and would come to be regarded as one of the greatest narratives of maritime exploration ever published. This decree too is printed at the start of the official voyage account. The text of the decree makes special reference to La Pérouse's Australian landing and copious correspondence relayed to France throughout the voyage 'envoyées par M. la Peyrouse de la partie de son voyage jusqu'à Botanibay.'; famously La Pérouse's last report was forwarded by Governor Phillip from Port Jackson. Three different imprints have been recorded for publication of this decree-- Paris and Grenoble versions have been described as well as the present issue from Tours. The Paris issue is held by two Australian libraries State Library of New South Wales and the National Library and it is recorded by several bibliographers Allen's Check List p. 10; McLaren 134; Ferguson 107 and also appears in the exhibition catalogue Centenaire de la mort de Lapérouse Paris 1888; number 48. However the Tours and Grenoble imprints are both scarcer and have escaped notice by the bibliographers mentioned. This example has a manuscript certification dated 24 June 1791 for the district of Tours. . Auguste Vauquer, Imprimeur du Département d'Indre & Loire unknown
