Among the members of the Special Panel were: Glen Seaborg Harold Bengelsdorf Harold Agnew Alexander Haig Bertrand Goldschmidt and Rudolph Rometsch. Laid in is a related item 11 pages and business card of the key conclusions and recommendations and other information. The American Nuclear Society ANS established an independent and prestigious panel to publish a report regarding the protection and management of civil and excess weapons plutonium. In terms of approach ANS focused on several short- and long-term issues. The short-term focus was on the disposition of excess weapons plutonium while the longer-range issue concerned the disposition of the plutonium being produced in the civil nuclear fuel cycle. The report contains recommendations that the members believed to be vital to US plutonium management policy it also was intended to serve as a tool for further use. The panel has concluded that immediate emphasis should be placed on the assurance that all unconverted materials are protected as securely as when they were part of the active weapon stockpiles. More importantly the panel also recommended prompt implementation of the so-called reactor option for disposing of surplus US and Russian weapons plutonium. The longer-term issues covered by the panel were those posed by the growing stocks of both separated plutonium and spent fuel generated in the world`s civil nuclear power programs. These issues included what fuel cycle policies should be prudently pursued in light of proliferation risks and likely future energy needs what steps should be taken in regard to the increase in the demand for power in the future and how plutonium in its various forms should be protected and managed to minimize proliferation. Overall the panel concluded that plutonium is an energy resource that should be used and not a waste material to be disposed of. paperback

In order to improve Pershing's performance in the quick reaction alert role Pershing 1a was developed. Ground support equipment was designed for maximum tactical and strategic mobility electronic computation of firing data and automatic test and checkout equipment. The Pershing 1a also had a specially designed communications set that allowed extremely reliable communications over great distances 99.9-percent reliability at 160 kilometers. This publication was intended for home study and reference by students attending the Nuclear Weapons Maintenance Course Army Weapons Division Nuclear Training Directorate Field Command. An understanding of the facts herein was deemed essential for the proper comprehension of classroom instruction in these courses. 1964 a series of operational tests and follow-on tests were performed to determine Pershing reliability. The Secretary of Defense then requested that the Army define the modifications required to make Pershing suitable for the Quick Reaction Alert QRA role. The Pershing 1a development program was approved in 1965 the original Pershing renamed to Pershing 1 and Martin Marietta received the Pershing 1a production contract in 1967. Project SWAP replaced all the Pershing equipment in Germany by mid-1970 and the first units quickly achieved QRA status. Secretary of Defense Robert McNamara directed that the U.S. Air Force's MGM-13 Mace missile would be replaced by the Pershing 1a in 1965. Pershing 1a was a Quick Reaction Alert system and so had faster vehicles launch times and newer electronics. The total number of launchers increased from 8 to 36 per battalion. Production of the Pershing 1a missile ended in 1975 and reopened in 1977 to replace missiles expended in training. Pershing 1a was further improved in 1971 with the Pershing Missile and Power Station Development Program. A total of 754 MGM-31A missiles were built. ref. 90932Xian China: Northwest Institute of Nuclear Technology NINT. Unknown edition or printing. Single sheet printed on one side. Very good. The format is approximately 8.5 inches by 11 inches. This is a hardcopy of a color vugraph. On the left side are to photographs. The top has a group of people walking in a tunnel and the lower on is an image of a tunnel. On the right side is a track overland of the tunnel's direction. The middle section is a hand drawn and captioned Tunnel Plan view including a Cross Section drawn at the lower right corner with some dimensions. The track goes from a brick face to the shot point. NINT was the institution responsible for conducting and analyzing China’s nuclear testing program. Since China signed the CTBT NINT has emerged with the primary responsibility for China’s field implementation of the technologies for the International Monitoring System IMS. An adit is a near-horizontal entrance or tunnel driven into a hillside or mountain for underground operations featuring only one opening to the surface. Adits offer a cost-effective safer alternative to vertical shafts. An adit allows workers to walk into a mine unlike vertical shafts to reach areas of interest directly. Because they are driven at a slight upward angle they allow water to drain out naturally removing the need for pumps. Adits also provide natural airflow for underground operations. Project 816 in Chongqing China is a massive decommissioned underground nuclear plant often cited as the world's largest artificial cave featuring over 20 kilometers of tunnels and 13 levels. Built in the 1960s to produce atomic bomb fuel it was designed to withstand nuclear hits with 18000 workers creating a facility that is now a tourist attraction. Key Details of Project 816:Structure: The complex contains 18 major caves over 130 tunnels and 80 roads. Design & Safety: It was built inside a mountain to resist a 1-megaton hydrogen bomb airburst and a magnitude-8 earthquake. Scale: The reactor hall is massive measuring 79.6 meters in height. Status: Construction was halted in 1984 85% complete due to shifting geopolitics. It was declassified in 2002 and opened as a tourist attraction in 2010. Foreword by Sam Nunn NTI Co-Chairman Executive Summary Recommendations Maps and Results Tables. . The second edition of the NTI Index assesses progress that states have made in improving nuclear materials security conditions. As a result there are a number of changes to the NTI Index framework for the 2014 edition including adding new indicators and sub indicators in several categories. All states--even those without weapons-usable nuclear materials-must be alert to and must guard against the possibility that their territories could b used as a safe haven staging ground or transit point for terrorist operations. Remaining Challenges include the lack of an effective global system for securing weapons-usable nuclear materials; and the lack of global standards information sharing or accountability mechanisms in nuclear security. NTI produces a biennial "Nuclear Security Index" in partnership with the Economist Intelligence Unit.citation needed The "NTI Index" benchmarks nuclear security conditions across 176 countries and holds governments accountable for properly securing dangerous nuclear materials. According to NTI The NTI Index is the premier resource for political leaders government officials experts academics and the news media worldwide on nuclear materials security The Nuclear Threat Initiative NTI is a nonpartisan nonprofit organization founded in 2001 by former U.S. Senator Sam Nunn and philanthropist Ted Turner in the United States which works to prevent catastrophic attacks and accidents with weapons of mass destruction and disruption - nuclear biological radiological chemical and cybersecurity. NTI has been engaged in developing shaping and implementing nuclear security projects.citation needed In addition to building global awareness NTI engages in model programs to inspire private and governmental efforts toward nuclear biological and chemical threat reduction.citation needed The Nuclear Threat Initiative serves as the Secretariat for the "Nuclear Security Project" in cooperation with the Hoover Institution.citation needed Former Secretary of State George P. Shultz former Secretary of Defense William J. Perry former Secretary of State Henry A. Kissinger and former Senator Sam Nunn guide the project-an effort to galvanize global action to reduce urgent nuclear dangers and build support for reducing reliance on nuclear weapons ultimately ending them as a threat to the world. Acronyms and Abbreviations. Appendix A: Tasking Letter. Appendix B: Nuclear Weapons Information Holdings. Appendix C: Interface with Other Activities. Appendix D: Records Management. Appendix E. References. Nov. 6 1998 distribution memorandum to multiple addressees laid in. This was compiled by the Oak Ridge Y-12 Plant. It is marked OUO and it is stated that it 'may' be exempt from public release under FOIA. Given the passage of time and the effect of the Supreme Court ruling in Milner v. Department of Navy it is believed that this limitation no longer applies. In February 1998 Dr. Charles Stuart Director of the Advanced Design and Production Technologies ADAPT Initiative was directed to take a comprehensive look at archiving activities across the nuclear weapons complex and provide an assessment of current activities and future needs. This report documents that assessment. A key recommendation was to place the following language in coordination with the National Archives and Records Administration as an addition to Department of Energy Records Schedule 3 Nuclear Weapons Records: "DOE Defense Programs may from time to time suspend the disposal of DOE records whole series or parts there of covered by one or mores items of N1-434-96.5 DOE Records Schedule 3 Nuclear Weapons Records which contain information necessary to ensure the safety security and reliability of the nuclear weapons stockpile in support of the Stockpile Stewardship Program. Authorization to resume disposal actions will be issued when the information has been captured and included in an appropriate information system." This addition allows Defense Programs to legally hold documents past their scheduled destruction periods and to legally destroy documents that are no longer needed without continuing to hold all documents in a DOE Records Schedule category. This wording allows evaluations and assessments of records as the Stockpile Stewards Program matured and technology gains were realized. Lockheed Martin Energy Systems, inc unknown
