Mario Prieto suivra une longue carrière diplomatique au sein du ministère des Affaires étrangères du Chili. A la suite du coup d'état de Pinochet, il commence, à Genève un "exil volontaire". Voyages en Chine, à New-York, en Grèce... La dictature terminée, le gouvernement démocratique le nommera consul général à Hong Kong. Alphonse Pépin, avocat, écrivain et publiciste, y retrace les principales évolutions du régime de Louis-Philippe en abordant aussi bien la politique intérieure que les affaires extérieures de la France. Son récit suit notamment les crises politiques successives qui marquent les premières années du régime et s’achève avec les événements de 1836 et la démission du ministère de Thiers. Publié peu après les faits, l’ouvrage constitue ainsi un témoignage contemporain particulièrement intéressant sur la formation et les premières années de la monarchie de Juillet.‎
