Kress B.2517; Goldsmiths 15699 (4to edition); Stourm 222. First edition. Official publication including Cambon's report and the law of 24 August, as well as Nogaret's report. 'Célèbre rapport sur le grand Livre de la dette publique. Le Grand Livre de la dette publique sera le titre unique et fondamental de tous les créanciers de l'état.' (Stourm). The whole idea behind the 'Grand Livre' was to do something about the two main causes of the confusion which prevailed concerning the finances of the state. These two causes were: the excessive amount of assignats in circulation and their consequent depreciation, and the ignorance prevailing as to the actual debt of the country. Cambon proposed to draw up the 'Grand Livre' of the national debt. It was this great measure upon which his fame as financier rests. (See: Palgrave 206-7; see also at length: Historical Dictionary of the French Revolution).Dominique-Vincent Ramel de Nogaret, representative of the Third Estate, was mainly interested in financial questions, voted in favor of the assignats. 'Mais le nom de Ramel-Nogaret demeure surtout attaché au ministère des Finances du Directoire qu'il exerça de janvier 1796 à juillet 1799. C'était une tâche difficile, c'est le moins qu'on puisse dire. L'opinion rentière lui reprocha la débâcle des assignats et la banqueroute des 2/3, alors qu'il fut un excellent ministre: allègement de la dette, refus des expédients, refonte du système fiscal (après lui il demeura en l'état pendant tout le XIXe siècle), début de la construction de l'administration des Finances qu'achèvera Gaudin.' Dictionnaire historique de la Révolution française, p. 882).Cambon, once occupied with the finances of France, wrote three important reports which are all necessary reading for anyone who wants to appreciate the financial condition of France when foreign war added to the complications of the revolution. His work was of high quality and great importance. 'Cambon was without doubt the greatest financier of the French revolution; he shared Mirabeau's abhorrence of national bankruptcy; he strove to draw his country from the financial embarrasment caused by the depreciation of the assignats; he managed the treasury skilfully and with absolute honesty, and he possessed Montesquieu's power of making financial statements lucid and even interesting.' Etude sur Clicquot de Blervache, p. xxxiii. 'Clicquot de Blervache, s'inspirant de quelques-unes des considérations qui avaient dicté à Vauban son projet de Dîme royale, et à Boulainvilliers son plan de réforme financière, pose en principe 'que ce qui est le plus simple approche le plus de la perfection', et prétend réduire tous les impôts à deux au plus' (Weulersse, ii, p. 348). The added text "Réformateur réformé" is a reply to the first of which the author is unknown. Simon Clicquot de Blervache (1723-1796), French economist. Both before and after his appointment as director general of manufactures and commerce in 1766 he wrote a number of tracts dealing with matters of economic policy. He was fundamentally an economic liberal, although caution occasionally impelled him to favor moderate internal regulation or more drastic regulation of foreign trade. - With library ticket on front paste-down of both volumes: Bibliothèque du Chateau de Salles - H. du Closel.‎

First edition."A poorly disguised proposal for the improvement of French Society. In the end a good king abolishes feudal laws and restores industry, agriculture, and culture in general to their former higher levels" (Lewis.) The most important criticism on the Corps des Arts et Métiers before the reforms of Turgot. Cochinchina stands for France, Chinki for the French peasant, whose work is the most favourable to the nation, but who is crushed by the taxes and who suffers from the economic policy of the government. The author also recommends the emancipation of the Jews. With this subject is dealt with at length in chapter 21, where the Jews are called 'Banians'. At the time the work was also attributed to Voltaire and Clicquot de Blervache.‎

Pubblicazione anonima, ma opera di Pietro Paolo Conti, cardinale italiano, nativo di Camerino, che partecipo' al Concilio nel 1769 nel quale venne eletto papa Clemente XIV. La pubblicazione di questo libello si inserisce proprio nell'occasione di questa elezione. L'autore, che molte cose aveva approfondito in tema di amministrazione dello stato, auspica l'eliminazione delle molte ingiustizie ed estorsioni fatte dai governatori a danno dei poveri, il miglioramento dell'economia 'la' dove un tempo vi era bella coltura delle campagne e fertilita' ora vi e' desolazione e orrore'. I tesorieri, obbligati a mandare a Roma moneta d'oro e d'argento, rifiutano la moneta in rame a pagamento delle gabelle ma solo questa circola in realta' tra il popolo. L'Autore si scaglia poi contro i nobili dello stato pontificio che definisce 'poveri e superbi' (e se si applicassero a commerci e mercatura non m arcirebbero tra le miserie) ma anche contro i finti poveri cioe' coloro che 'si appigliano all'arte del birboneggiare'. Raro e interessante saggio di economia politica.‎

Second issue of the first edition, including at the end the Réponse aux objects des remonstrances du Parlement de Bordeux, which was not included in the first issue. In this vehement work, the 'Fermiers-Généraux' were accused of corruption. It caused the imprisonment of the author, the printer (Lambert) and the distributor (Ormancey) in the Bastille. Four years after its publication the book was still sold secretly at high prices. Verso half-title contains the "explication" of the frontispiece. Second work: not in Kress; Goldsmiths 10025; Higgs 3018; INED 4797.According to Goldsmiths this is not by Darigrand, but a reply to Darigrand's work.‎

Dubuat-Nançay (1732-1787), diplomat and historian is seen as one of Cantillon's disciples because of his emphasis upon the standard of living and his treatment of luxury. He differed from Cantillon, however, both in his general philosophy and in his analysis of social problems. Thus he believed that the ruin of France could be averted only through the restoration of a feudal regime. In his emphasis upon agriculture he resembled Sully and the agrarians; in his notion of a providential natural order and of the net productivity of agriculture, the physiocrats. Unlike Cantillon, Dubuat-Nançay was a populationist in that he explicitly favored, with some qualification, as large a population as could be supported in life and health on a given territory. The work had a tremendous and instaneous appeal as a sort of gospel of the virtues of bourgeois thrift and common sense (see at length: Echeverria, Mirage in the West.) Includes, apart from "La Science ...." also: 'Interrogatoire de M. Franklin devant le Parlement d'Angleterre' (translated by P.S. Dupont de Nemours), followed by 'Constitution de la République de Pensylvanie, telle qu'elle a été établie par la Commission générale de Philadelphie, au mois de juillet 1776' and followed by 'L'interrogatoire de M. Einaudi's copy is identical with ours, about the Kress and Goldsmiths copies not much can be said, both collections contain more than one copy and they both indicate that there is one copy with a third volume with the indication 'Nouvelle édition', as does our third volume. According to Mars, Ange Goudar, cet inconnu, essai bio-bibliographique, the third volume came from the same press as the first two volumes but with a different ornamental typography. Between the first issue and this issue, there appeared, according to Mars, a parisian contrefaçon, all published in 1756. This is the main work of Goudar. It was used by the demographer Süssmilch in his Die goetliche ordnung. Voltaire had a copy in his library and Diderot wrote about the book in a letter to Sophie Volland. Preceding Mirabeau's l'Ami des Hommes by a few months, it marks an important date in the history of political economy, and made Goudar one of the leading figures of the school of 'des agrariens et populationnistes', not to be mixed with the Physiocrats, which they preceded and with whom they disagreed on various points. 'Of the pre-physiocratic French writers who approached the population problem in terms of agricultural values and reforms, Ange Goudar (1720-1791) was the most important' (Spengler, French predecessors of Malthus, pp. 56-67.) Spengler's analysis is elaborate and shows the crucial importance of this work. - Some corners somewhat damaged.‎

'Graslin's reputation never was what it should have been because he put so much emphasis upon criticism of the Physiocrats -which is in fact the best ever proferred- that his readers were apt to overlook his positive contribution. Actually, his Essai analytique presents the outlines of a comprehensive theory of wealth as a theory of total income rather than of income net of all producers expenses including wages -a not inconsiderable improvement considering the role the latter was to play later on. Also he was above his contemporaries insight into the problem of incidence of taxation' (Schumpeter, p. 175). 'In his principal work (the present work) he criticized the physiocratic conceptions of wealth, production and taxation, advocating as preferable to the physiocratic impôt unique what amounted to a kind of progressive tax on income' (Spengler, French Predecessors of Malthus, p. 315.) 'Graslin was a steady and consistent opponent of the tenets of the Physiocrats on the subject of the produit net and the consequences they deducted from this principle and applied to taxtation' (Palgrave, ii, p. 255). - Lightly browned throughout.‎

Important financial study dealing with the difficulties of England after the Seven Year's War which had added some £ 60,000,000 to the national debt, and the possible repercussions this may have on the population, and further the difficulties to recruit new soldiers, the shortage of funds to pay the soldiers, the weight of taxes on the working classes. The author believes that they may consider emigration, and he wonders whether England will have sufficient numbers of men to be sent to the colonies, "sinon, les indigènes seront de beaucoup les plus nombreux, et il leur faudrait leurs propres représentants au Parlement" (INED). The present work, a translation of the Present State of the Nation; Particularly with respect to Its Trade Finances, etc., drew a retort from Burke and a brief comment from Adam Smith.The folding table is entitled: Etat de la Dette Nationale au 5 Janvier 1767, avec les Intérêts & les Taux.‎

'The dynamic aspects of population growth were treated more fully by Herrenschwand, a Swiss-born sometime French official, than by any other French author. Throughout his work runs the view that although man's procreative power is without inherent limit, population 'can multiply only in proportion to its support', and does increase as man's cultural progress enables him to increase the available food supply. He seems to have believed, moreover, despite his great faith in man's capacity for intellectual and cultural progress, that unless appropriate economics policies were persued by statesman, population pressure and misery would be the lot of the lower classes, who comprised about three quarters of the population' (Spengler, French Predecessors of Malthus). Herrenschwand borrowed his conception of nature from Shaftesbury, was influenced by Adam Smith and Arthur Young, and apparently knew the works of Franklin, Steuart, Decker, Price, Davenant, and Temple, and was a critic of Necker's views and policies. Arthur Young praised Herrenschwand's works highly, and Blanqui mentions him as a connecting link between Quesnay and Smith. - Very fine and nice copy, with large margins.‎

Herbert, who held labor and land to be the primary resources of a nation, and agriculture its basic industry. Upon agriculture depended a nation's power and wealth, its ability to colonize, the fruitfulness of its commerce, and the capacity of its territory to support population. Having demonstrated the basic importance of agriculture to the political and economic strength of France, Herbert indicated that French agriculture was languishing, and its revivification was essential to the aggrandizement of the nation and to the felicity of its inhabitants; ..... Herbert advocated the improvement of grain markets and prices through inauguration of the right to export grain, modifications in the tax system, and the establishment of a research bureau to discover how agriculture could be improved, and why some provinces were more favorable to agriculture, manufacturing, and population growth than others. Second edition of the author's principal work on physiocracy, and very rare. In 1755 Iselin published his Patriotische und Philosophische Träume eines Menschenfreundes. 'Afterwards, by good fortune, the Ephémérides du Citoyen came into his hands after reading which Quesnay became in his eyes 'what Newton is in the eyes of a mathematician.' The new standpoint comes to light, fully matured in the work which appeared in 1776: Träume eines Menschenfreundes. This book is by no means a second edition of the work published in 1755, as is generally supposed, and as might have been conjectured from the kindred title, but quite a new work' (Palgrave, vol. ii, p. 459) in which he embraces the authors who had adopted Quesnay's teaching, as the marquis de Mirabeau, Baudeau, Comte d'Albon and others. The present edition is a reprint of the 1776 edition, the first volume contains the representation of Quesnay's Tableau Economique.According to Iselin human institutions have corrupted the natural order and in this book he concludes with a new constitution aiming at the reconciliation of the republicanism of his Swiss homeland with the enlightened despotism of Quesnay. Iselin was the editor of the German economic journal Ephemeriden der Menschheit which soon gained a great reputation and counted among its contributors many of the most eminent German economists of the time.- The half-titles, carrying the serial-title "Sammlung der bestend deutschen prosaischen Schriftsteller und Dichter. Hundert und vierzigster (Ein und vierzigster) Theil", are absent, tear in page v-vi repaired, title-pages with contemporary ownership's entry in blank portion.‎

A treatise on 'artificial pastures' and other means to improve agriculture, originally published in 1756 as a volume of 124 pages only. In the present third edition the original essay is followed by two other treatises, of which the first deals with the culture of clover, and the second with the exportation of corn. Simon-Philibert la Salle de l'Etang (1700? -1765) here provides one of the earliest systematic plans for rotating food crops with "artificial" pastures, allowing tilled lands to rebuild nutrient reserves. In addition, the author advocates raising livestock for manure to fertilize dry and sterile lands. In order to facilitate his plan, he calls for the establishment of a national bureau of agriculture that would be responsible for record- keeping, distributing produce throughout the country in times of famine and regional crises, regulating foreign trade in agricultural products, and maintaining fair prices. La Salle de l'Etang was an official of the city of Reims and deputy at Paris and author of a popular 'Manuel d'agriculture'. His formula for a balanced partition of the soil between arable land and 'artifical pastures' was adopted by Quesnay in his famous article 'Grains' for the 'Encyclopedie'. - Old handwritten ownership's entry in blank lower margin of the title-page.‎

The author argues that there is a natural law of property which is based on the physical order of nature, and which underlies all other laws. Taxation and the use of public revenue by the ruler are both governed by natural law of property. The Ami des Hommes is the fundamental Physiocratic text. 'This remarkable treatise created the greatest sensation throughout the whole of Europe. It is said to have gone through forty editions, and was translated into several languages. Its anonymous author, soon discovered, became the idol of the day, and was generally referred to by the sobriquet which he had chosen for the title of his book ..... After reading the Ami des Hommes (the first three parts, 1756), Quesnay, who agreed with many of the author's opinions, desired to make his acquaintance' (Palgrave, ii, p. 775). Mirabeau now became the fervent admirer of Quesnay, and between them they founded the school of the Physiocrats. In 1758 a fourth part was published in which Quesnay's influence is clearly visible. The final two parts were published in 1760. It is this final part which is of particular importance as it contains the first public appearance of Quesnay's Tableau Economique. There are less than ten copies in the world of either the earlier editions of 1758 or 1759. This work is thus the first obtainable edition of the Tableau Economique. - Very good copy of the rare 4to edition.‎

'Ce fut la première oeuvre vraiment personelle de Mirabeau depuis sa conversion (to Physiocratic doctrines). Le succès en fut très vif. Mirabeau développe les principes de la nouvelle école, avec un franc-parler qui lui attira de nombreux suffrages ..... et le fit emprissoner. Il s'élève nottamment contre les fermiers-généraux, fait une critique sévère du régime fiscal alors en vigueur, et énonce trois conditions nécaissaires à une judicieuse imposition' (INED). The collaboration between Mirabeau and Quesnay seems evident as the Archives Nationales have the manuscript of the text to which lengthy notes by Quesnay have been added. It is one of the principal works of the Physiocratic school and established it in the public eye, which was also due to the ensuing emprisonment of Mirabeau following his very frank manner of expression used in the book. 'Always in strict collaboration with the master, Mirabeau wrote a treatise on one of the major economic problems of the time: the reform of the fiscal system. The Théorie de l'Impot appeared in 1760 and presented one of the Physiocrats' most famous proposals: the single tax on rent' (New Palgrave, iii, p. 870).This is a spirited and able attack on the financial administration of France and especially the Fermiers-généraux, whom Mirabeau regarded as parasites preying upon the vitals of the nation. The work proposes a reorganisation of financial administrative machinery, the abolition of the 'Fermes', a reduction in the taxation upon salt, with the object of increasing the total yield, and a special tax upon tobacco farms. The domaine, the post and the mint were to be further sources of revenue. The author ranks as one of the earliest important writers on taxation. It was at Quesnay's instigation that Patullo was allowed to dedicate the Essai to Madame de Pompadour.
