‎"Sur les rives de la Volga, au coeur de la Russie, Togliatti apparaît comme une des plus ambitieuses créations de ville ex novo de la seconde moitié du xxe siècle. Construction d un colossal barrage hydroélectrique par les prisonniers du Goulag, puis de l usine automobile Avtovaz (constructeur de la marque Lada) en coopération avec les ingénieurs Fiat, réalisation accélérée d un nouveau centre urbain entièrement préfabriqué : cité surgie de terre dans l improvisation permanente, Togliatti tient du laboratoire des méthodes soviétiques faisant d un territoire vierge un vaste site de production industrielle et d installation urbaine. Signé en 1967 par Boris Roubanenko, le plan directeur fut également la réponse de l urss au projet de Le Corbusier pour Saint-Dié, ainsi qu à l uvre d Oscar Niemeyer à Brasilia. Impact du pouvoir sur la fabrique urbaine, systèmes de construction russes, biographies d architectes et d ingénieurs dont le destin est marqué par la consécration ou au contraire la disgrâce au gré des changements de dirigeants : l exploration des archives a permis de reconstituer la manière dont le régime soviétique, sous Staline, Khrouchtchev et Brejnev, entendait créer un monde nouveau. Entre réminiscences de l esprit novateur constructiviste, triophalisme stalinien classicisant, et architecture de masse de l'ère brejnévienne, Togliatti apporte un vif éclairage sur des pans aussi méconnus que significatifs de l'histoire architecturale du XXè siècle."‎
