Eden fut amené à s'intéresser à l'énorme inflation provoquée par la guerre avec la France en 1794 et 1795, et à l'effet qu'elle provoqua sur les classes les plus pauvres de la population. Il mit en place le cadre de son enquête en visitant diverses paroisses et, pour obtenir les autres renseignements employa une personne, qui devint ainsi le premier chercheur de terrain… Sa méthode est demeurée la base de l'enquête sociologique. N'oublions pas que Malthus décrivait Eden comme le seul disciple d'Adam Smith qui ait produit une œuvre significative au XVIIIème siècle » (P.M.M.).La traduction est du duc de La Rochefoucauld-Liancourt (1747-1827), député de la noblesse à la Constituante. Membre actif des Feuillants, il anima le Comité de mendicité. Il rapportera de son voyage en Amérique une relation enthousiaste. L'énorme travail d'Eden, « 3 gros vol. in-4, ne trouverait en France que peu de lecteurs ». La Rochefoucauld présente donc des extraits de la partie historique qui « montrera les conséquences funestes, irrémédiables, et néanmoins nécessaires d'un premier pas fait inconsidérément dans la carrière de la législation pour les pauvres. Elle avertira les législateurs français d'éviter un écueil aussi dangereux ».
