(mal paginé 152 p.) Première et unique édition française. D'origine irlandaise, Henry Parnell était membre du Parti whig et devint ministre à la Guerre. Le traducteur, Benjamin Laroche, ami de l'abbé Grégoire, militant anti-esclavagiste, avait dû s'exiler en Angleterre pour son opposition à la politique ultra des Bourbons. Il soumet les recherches d'Henry Parnell sur le crédit, les finances publiques, l'industrie et le commerce à la sagacité de ses contemporains français, aux "gouvernants comme aux gouvernés". Selon Adolphe Blanqui ("Hist. de l'éco politique", Bibliographie): "vaste et savante revue des institutions économiques de l'Angleterre, par un homme qui les connaît bien. C'est le programme des réformes que l'administration anglaise exécute chaque jour avec une persévérance et une justesse de vues si remarquables". Important appareil de pièces justificatives.
