‎Depuis qu'il supplée Martial Daru dans les fonctions d'intendant de Vienne, Bignon s'est convaincu de la nécessité d'une présence continuelle auprès des autorités locales. « Deux objets, la contribution de guerre et les réquisitions, veulent que l'homme, chargé d'en poursuivre la rentrée, ne s'éloigne pas un instant de la régence et ne lui laisse point un moment de relâche ». Il prie de nommer quelqu'un à sa place pour remplir ces fonctions jusqu'à l'arrivée de M. Anglès…Repéré par Talleyrand ministre du Directoire, Edouard Bignon (1771-1841) avait été nommé secrétaire de légation auprès de la Confédération helvétique en 1797, envoyé ensuite à Berlin en 1799, avec titre de chargé d'affaires en 1804. Il fut ensuite accrédité comme plénipotentiaire à Cassel entre 1804 et 1806 et jeta les fondements de la Confédération du Rhin. Après Iéna, il devint commissaire chargé de l'administration des provinces conquises en Prusse, puis passa à la Cour de Bade en 1808 et à la tête de l'administration financière de l'Autriche vaincue.‎
