‎[First Census] Major George Graham (1801-1888), Registrar General of England & Wales, 1842-1879; Earl Grey [Henry George Grey, 3‎

‎The first Census of the British Empire. Two documents printed for Earl Grey at the Colonial Office: Major Graham's 'Memorandum' of 'suggestions' on how to take a colonial census; and a letter from Grey instructing colonial governors to prepare one.‎

‎HMSO London. The Major Graham document dated from the General Register Office Somerset House London 7 December 1848. The Grey circular dated from Downing Street 20 January 1849. Two printed documents: the first carrying Major Graham's 'Memorandum' of 'suggestions respecting the mode of taking a Census in each of our Colonial Posssessions' together with his observations on the making up of 'Statistical Abstracts' a specimen 'Form of Return' and a covering letter; the second a circular letter from Earl Grey instructing colonial governors 'to cause a Return of the Population of the Colony under your Government to be prepared'. For the background to these two documents see A. J. Christopher 'The quest for a census of the British Empire c.1840-1940' Journal of Historical Geography April 2008. No other copies of the present documents which were privately printed by Her Majesty's Stationery Office for Grey as Secretary of State for War and the Colonies have been discovered. This printing was intended for direct distribution to civil servants and MPs and certainly pre-dates the first publication of the items in for example the journals of the legislative councils of Prince Edward Island and New Brunswick both in 1849. Disbound from a collection of parliamentary papers assembled by Sir Frederick Peel 1823-1906 Liberal MP for Leominster who was Under-Secretary of State for War and the Colonies 1851-1854; and Under-Secretary of State for the Colonies 1854-1855. No printed pagination but the volume as a whole was paginated in Peel's hand. Both items are in good condition. ONE: The 'Copy of Major Graham's Letter together with a Copy of the Memorandum to which it refers' referred to by Grey in Item Two below. 4pp foolscap 8vo. Paginated by Peel 163-166. Bifolium on grey paper. The first page carries a transcript including a facsimile signature of a letter from George Graham to 'B. Hawes Esq. M.P.' 1797-1862 later Sir Benjamin Hawes of the Colonial Office. Graham suggests 'that it may perhaps be expedient that steps should be taken to secure a Census being made in each of our Colonies in 1851 on or about the same day that Parliament may fix for its being taken in this Country' and begins his letter with reference to 'some suggestions respecting the mode of taking a Census in each of our Colonial Possessions' which six year before Graham 'transmitted for the use of the Secretary of State for the Colonies some suggestions respecting the mode of taking a Census in each of our Colonial Possessions as requested by Lord Stanley'. Graham is now 'about to publish the Population of England and Wales' and has 'also been furnished with the latest returns of the Population in several Countries in Europe'. It occurs to Graham 'that it might be desirable also to publish the Population of our Colonial Possessions' and he asks Hawes to 'have the goodness to call the attention of Earl Grey to this subject' and to request 'that I may be furnished with Abstracts of the Population of such of our Colonies as may have made returns upon the subject to the Colonial Office'. The letter contains two references to Graham's brother and the man who appointed him to his post 'Secretary Sir James Graham'. The second page headed 'Memorandum' of what he describes in the letter to Hawes as 'some suggestions respecting the mode of taking a Census in each of our Colonial Possessions'. The third page headed 'Statistical Abstracts' again carries a facsimile of Graham's signature to a document dated 5 August 1842 addressed from the General Register Office Somerset House. The communication begins: 'The enumerators should not be called upon to make the Abstract but should transmit the Schedules in books of a convenient form to the seat of Government; where the Abstracts should be made on an uniform plan under proper supervision.' Three examples are given of 'the great variety of ways' by which 'the facts might be combined'. The final page is headed 'Form of Return' and gives the fictitious example of the return for the family of 'John Bromley' 'English 'Farmer' who entered the colony 'COLONY. District – County Town or Parish Ward' in June 1827. TWO: Transcript of 'Circular' letter from Earl Grey to the governors of colonies directing that colonial censuses should be prepared. Peel has written the word 'Census' at the head of the page. Downing Street 20 January 1849. 1p foolscap 8vo. Paginated by Peel 161. Signed by Grey: '/sd/ Grey' why Grey would himself write '/sd/' is not clear. Printed in type imitating copperplate handwriting. The letter begins: 'A Census of the Population of England and Wales will be taken in the year 1851 and the Registrar General has suggested to me that it would be desirable to publish a similar Return for all Her Majesty's Colonial Possessions.' He is transmitting Item One above in margin: '7th December. Memo. 1842. Form.'. The letter continues: 'I have to instruct you to cause a Return of the Population of the Colony under your Government to be prepared in the manner prescribed in the annexed Form as far as may be practicable without incurring expenditure which cannot be conveniently provided for.' Graham's suggestion 'that it would be desirable that a Census in each of the Colonies should if possible be taken on or about the same day as that on which it may be fixed to be taken in this Country … can of course only be acted upon in the event of the Legislature of blank space here having it in contemplation to direct such a Return to be made'. He suggests that in such cases Graham's 'recommendation' be submitted to the consideration of the legislatures. It seems see Wikipedia that Australia didn't have a NATIONAL census until 1911 though states submitted figures before Canada in 1871 etc. Clause 4 of the Memorandum sates: "It will be desirable where there is a difficulty in obtaining information respecting the Aborigines to confine the enquiry to males aged 20 years and upwards - the 'fighting men . The supposed number of females of all ages and males under the age of 20 may however be stated." A satire featuring Lady Hertford scantily dressed and peering over the Prince Regent as he writes a letter--presumably to The Duke of York concerning the choice of his Ministers. Lady Hertford was the alleged mistress of Prince Regent and later George IV. The first three volumes contain extracts from the historical works of Gerald du Barry a Welsh noble and churchman of the twelfth century. He attempted to establish the independence of Wales by restoring the see of St. David's to its ancient primacy. Volume I contains the De Rebus a se gestis an autobiography; Invectionum libelli a reply to calumnies circulated against him; Symbolum electorum which contains his letters and poetry; and other letters and poems. Volume II contains the Gemma Ecclesiastica a manual for the parish priests of Wales which presents a true and vivid picture of the Welsh clergy in the 13th century. Volume III contains the first four books of the Invectionum libelli a merciless attack on Giraldus' enemies; the De Menevensi ecclesia dialogus written for Stephen Langton on the Welsh clergy; and the Vita St. David. Volume V contains the Topographia Hibernica and the Expugnatio Hibernica. The former is the result of Giraldus' visits to Ireland; his account of Irish history is unreliable but the work is valuable for his observations of natural history. He records his own acute observations on the animals of Ireland in addition to recounting traditional medieval legends on them. The Expugnatio is poetical book of prophesy. This likely refers to John Teague Thain Jr. 1866-1905 who was born in Willard Box Elder Utah lived in Swansea Glamorgan Wales in 1901 and died in Logan Utah. The Thain family is featured in the book "From Amroth to Utah" by Roscoe Howells. Flake 1783. From the Preface to the Twenty-Second Edition-<br /> <br /> "No book published by or for the Latter-day Saints has run through so many editions or been sold so extensively as the Hymn Book of which this is the twenty-second edition. The demand for it continues unabated and since the publication of the Latter-day Saints' Psalmody which contains music for every hymn in this book a new interest has been added to it and its usefulness enhanced. In this edition will be found a metrical index which the book formerly did not contain. This feature will be especially valuable to choirs. A few hymns have also been added to the end of the volume. Quarto x 64 pages with an illustration plus 8 plates but lacking the colour frontispiece called for by Dornbusch. Modern binder's cloth with the front panel of the original green wrapper printed in red mounted on the front board; text block tide-marked near the head of the spine with the plates a little stained; some discolouration and foxing heavy in places; minor signs of age and use; a decent copy of an absolute rarity. This history of these two cavalry units from their foundation through to the end of the Boer War is 'undoubtedly a regimental record but it is something more - it is an attempt to explain and to some extent combat the unreasoning prejudice which has grown up as a result of the South African campaign against the cavalry arm of the service. On this point Mr. Wilkinson says:- "It is my purpose to show not only that cavalry regiments like the New South Wales Lancers have done equal yeoman service to the Empire in the South African struggle with their comrades in the other branches of the service but that they have done infinitely more as the pioneers of the cavalry movement in Australia to enhance the value of our defence force and to shew the world of what fighting stuff our men are made"' from a review in the 'Daily Telegraph' 12 October 1901. Trove locates a similar image of the Naval Sham Fight in Sydney at the State Library NSW call number SPF/1013. Obviously by the same photographer this is the next snap in a series this one includes the other ships taking part in the engagement. Below are images of 'Native Cats" and a "Native Bear". <br /> <br /> On verso a photo of a painting of the Sydney International Exhibition Building with an albumen photo below of the same entitled Exhibition Hall "After its destruction by fire" showing partial walls and much debris. Plate 55 from Vandermaelen's monumental 'Atlas Universel' showing the New South Wales coast from around Batemans Bay to the Solitary Islands. Sydney the Blue Mountains and hinterland are shown including much of the Lachlan River. Vandermaelen's atlas was 'the first world atlas on a uniform scale. The sixth volume covered "Océanique" and it included seventeen maps of Australia. ‎Panoramic view of Trial Bay New South Wales late 1870s.‎

‎Albumen print photograph 220 x 355 mm laid down on split card section of original album page titled Trial Bay in manuscript in negative bottom right; a superb print with rich tonal range and great clarity in fine condition very short edge tear bottom left. Rare early view of the settlement at Trial Bay on the Mid North Coast of New South Wales probably dating to around 1877 when work on the breakwater was commenced by prisoners from the purpose-built Trial Bay Gaol.  The photographer of this unusually wide large format view was almost cerainly commissioned by the New South Wales Department of Works; indeed he could have been the New South Wales Government Photographer himself John Sharkie. According to the SLNSW the ""Government Printing Office original negative archive is held at State Archives & Records Authority of New South Wales as NRS 21689 Images Government Printing Office & NRS 4481 Glass Negatives. State Library NSW holds a low resolution copy image only."" Trove locates only one example of an albumen print of this significant image. That particular print forms part of an album held in the collection of the Blue Mountains Library whose cataloguing notes are salient: 'Trial Bay had been recognised as a safe shipping refuge from southerlies ever since its naming after the wreck of the Brig Trial in 1817. Between 1863 and 1866 some 90 ships and 243 lives were lost forcing the NSW Colonial government to act. In 1870 Parliament voted £10000 towards the construction of a breakwater to form a “harbour of safe refuge†at Trial Bay. The Trial Bay Gaol was established in 1876 as an experimental Public Works Gaol where the inmates would construct the breakwater. Although work started in 1877 it was not completed until 1886 due to difficulties in working the hard stone inconsistent funding and contractual problems. This i.e. the settlement in this photograph may be a settlement that predates the gaol although there is evidence of stone working in the right foreground. There is also a telegraph pole and wire on the slab building in the left foreground. The gaol ruins are situated on the headland well to the photo right. The photo date may be closer to the mid 1870s. The settlement appears strangely deserted. Format: albumen photoprint title from album page.' unknown‎

Lovely full page chromolithographic illustration of Australian pioneers on horse back exploring a tangled wooded mountain landscape which resembles the southern Alps. <br /> <br /> The illustration was printed to accompany verse written by A. B. Paterson "The Banjo" and describes the challenges the pioneers were confronted with: "When hardy bushmen started out and forced their way ahead By tangled scrub and forests grim towards the unknown west And spied the far-off promised land from off the ranges' crest."<br /> Oh! ye that sleep in lonely graves by far-off ridge and plain We drink to you in silence now as Christmas comes again The men who fought the wilderness through rough unsettled years-- The founders of our nation's life the brave old pioneers." It appears that this was the first publication of the poem.<br /> <br /> Signed at the lower right "F. Cecil Boult". Francis Cecil Boult was a British artist noted for his paintings of a wide range of sports and particularly of horses who did a magnificent representation of horses in the Australian bush. He does not appear to have visited Australia so must have been working from photographs. <br /> <br /> Below the signature in the bottom margin is "Printed in New South Wales by George Murray & Co. Ltd. litho printers Clarence St. Sydney". 17 x 23 1/2". Old fold flattened; some chipping at edges not affecting the text or image. Trove 71302175 records a digitized copy at the NLA. George Murray unknown‎
