Describes the research and conclusions of a two-year grant-funded study of the SFPD that found numerous systemic problems. The Introduction lays out the broad and familiar issue quite well: "The claim is heard that police action has become a weapon by which minority groups are oppressed and persecuted and that police action is often used for political rather than legitimate law enforcement purposes. This belief justified or unjustified has become a barrier to effective police work. The police feel themselves isolated and set apart from the rest of the community.Only when a police officer is regarded and can regard himself as just another civilian doing an important and necessary job a part of the community rather than apart from it can the police department operate at its best and the community receive the greatest service." The Committee's recommendations include significant changes to recruitment and training procedures supervision patrol methods weapons use and training written policies and directives procedures for personnel management and discipline and more. Noting that "previous reports on the San Francisco Police Department have traditionally gathered dust on the shelves" and efforts at change have been viewed with suspicion as "still another attack on law enforcement" the authors plead for the report to be taken as constructive criticism offered "in the hope of making the San Francisco Police Department an enviable and progressive model of what police should be. ‎"L'auteur, qui commandait les destroyers américains à Pearl Harbor lors de l'attaque du 7 décembre 1941, a réuni ici une documentation abondante pour prouver la thèse suivante : le gouvernement américain, c'est-à-dire le président Roosevelt, fut bien informé des plans japonais, mais il ne fit rien pour en empêcher la réalisation ; il ne les communiqua même pas au commandement de la flotte, afin que l'émotion provoquée par l' « attaque surprise » des Japonais amène l'opinion américaine à sortir de la neutralité. Cette thèse est loin d'emporter la conviction, mais le livre intéressera sans nul doute tous les historiens de la deuxième guerre mondiale." Les documents produits lors de l'enquête de la commission Roberts ont permis de blanchir les secrétaires à la guerre et à la marine, le général Marshall et l'amiral Stark. "Si Pearl-Harbor fut un désastre du point de vue naval, écrit l'auteur, ce fut aussi le prélude à la défaite totale des puissances de l'Axe." La réserve des isolationnistes disparut en effet lorsque l'opinion américaine apprit qu'au matin du 7 décembre 1941 l'agression japonaise avait provoqué la mort de 4.303 marins et soldats, en détruisant six cuirassés et une centaine d'avions. L'Amérique entrait en guerre sans soupçonner que Roosevelt avait sciemment maintenu dans les eaux hawaïennes une flotte affaiblie, comme pour inviter le Japon à l'attaquer, et que le premier souci du président était d'entraîner le pays dans le conflit. L'auteur évite de formuler le moindre jugement. Il se contente d'exposer, d'analyser, de rétablir la chronologie des faits, écartant toute "discussion morale" sur l'habileté avec laquelle Roosevelt sut vaincre l'isolationnisme des États-Unis. Mais le lecteur possédera tous les éléments d'une méditation sur l'art d'engager un peuple dans un conflit en laissant à l'adversaire le rôle d'agresseur."
