He warns "The United States ought not to indulge a persuasion that contrary to the order of human events they will for ever keep at a distance those painful appeals to arms with which the history of every other nation abounds. There is a rank due to the United States among nations which will be withheld if not absolutely lost by the reputation of weakness." <br/> Washington urges fairness in commerce with the Indians: "It ought to be conducted without fraud without extortion with constant and plentiful supplies." Also printed is Washington's Message of December 5 expressing annoyance at Citizen Genet whose utterances have tended "to involve us in war abroad and discord and anarchy at home." Subsequent presidential messages include additional material on the Genet Affair and difficulties with the Creeks and Cherokees "owing to the murder of several friendly Indians by some lawless white men." Also included is material on the Embargo; passage of the Eleventh Amendment to the Constitution barring federal court jurisdiction of suits against a State by citizens of another State; a bit of discussion of the Bon Homme Richard; and a host of other matters. The regimental agent Africa Hamlin had failed to pay Brown and others the money due them for their service as Hamlin had been "defrauded" of the pay certificates. Nelson tries to get Brown's money for him. The Committee takes a tough line denying compensation on the ground that officers of each regiment had elected their regimental agent on behalf of themselves and the general soldiery serving with them; in so doing they assumed the risk of default. The Panic of 1893 caused by collapsing wheat prices and a coup in Buenos Aires was first signaled by the bankruptcy of the overextended Philadelphia and Reading Railroad. Blaming the largely Democratic Congress and President voters vented their frustrations in the ballot box. The historic midterm elections just before the 54th Congress saw the Republicans gain 130 seats securing the first of a series of GOP-controlled Congresses. The work owed its existence largely to the efforts of the American physician Lyman Spalding who began campaigning for a national pharmacopeia in 1815. Spalding's efforts finally bore fruit in a national convention that met in 1820 and adopted a pharmacopeia based mainly on the Pharmacopoeia of the Massachusetts Medical Society 1808. The 1820 Pharmacopoeia contained lists of medicinal plants minerals etc.—including several native American species—along with formulas for the preparation of 217 drugs considered to be the "most fully established and best understood" at the time.
