"Crown Copyright Reserved" stamp to front panel some wear and chipping to extremities joints partly split but holding spine sometime repaired light soiling; an otherwise clean copy. First edition first impression of Hong Kong's "first 'strategic' plan for the territory" Pun observing the two major constraints it faced: "a shortage of land and an unlimited reservoir of possible immigration" Xue p. 7. Sir Leslie Patrick Abercrombie 18791957 "was the most famous town planner in Britain" at the time of his nomination by the Hong Kong government in 1947 "and had worked in the planning field for more than 30 years. Abercrombie had good ideas that included the establishment of a garden city satellite towns and organic dispersion. These ideas had proved effective in his Greater London plan and in the post-war urban construction in other European cities and he looked forward to applying them to the Far East. Abercrombie hoped that the Hong Kong report would cover both short- and long-term policies and direct private enterprises in a way such that their operations would fall into a general and agreed-upon form of planned development. When Abercrombie handed the report to the Hong Kong government at the end of 1948 the People's Liberation Army was pushing its front forward from north to south. Many refugees were pouring into Hong Kong. The population exploded from 600000 people in 1945 to three million people in 1949. Already stressing the limits of its tattered fabric Hong Kong achieved a new urban density of over 50000 people to the square mile one of if not the highest in the world. Although Abercrombie's proposals were not immediately realized they influenced later urban planning policies and directions" Xue p. 8.
