This work is an analysis of the life of Ömer Ziyâeddin Dagistânî (1849-1921) and two of his political works, which he completed as a Sufi scholar (âlim). Throughout his life, he served in various parts of the Ottoman Empire as well as occupying various positions such as mufti of a regiment (alaymüftüsü), deputy judge (nâib), professor (müderris), and Naqshbandi sheikh. He wrote two political works during the Second Constitutional Period: Hadis-i Erbaînfî Hukuki's-Selâtîn and Mir'ât-i Kânûn-i Esâsî. This study makes use of the biography writing as a theoretical framework. The method of analysis consists of qualitative research and written history found in archival documents. This study will shed light on Dagistânî's life and the events that occurred during his life span, and makes use of primary sources as well as secondary sources. By focusing on his life, political works, and ideas as a scholar, this thesis will contribute to the studies on interconnectedness between individual and institutional aspects of social reality in the context of biography.‎

Ziya Gökalp, whose real name is Mehmet Ziya was born on March 23,1876 in Diyarbair. Ziya Gökalp started his education in Diyarbakir, and moved to Istanbul in 1895 to attend the school for veterinary medicine. During this stage of his life, he met important political figures of the era such as Ibrahim Temo and Ishak Sukûti. He was much influenced by the Young Turks movement and joined the political reform movement Ittihat ve Terakki (Committee of Union and Progress). He was arrested in 1898 because of his dissident activities and spent a year in prison. After his release, he was sent to exile to Diyarbakir where he worked on a minor governmental assignments. After the declaration of the second constitutional monarchy, he established a branch of Ittihat ve Terakki in Diyarbakir, and became its representative. He published the Peyman newspaper. In 1909, he attended the Ittihat ve Terakki Congress held in Thessalonica as the Diyarbakir delegate. The next year, he was elected member to the central administrative council of this organization in Thessalonica. He taught sociology courses in Ittihat Terakki's school, which he had helped establish in 1910. In the mean time, he also published the Genç Kalemler periodical. In 1912, he was elected as a representative of Ergani Maden to the Meclis-i Mebusan (Parliament), and he moved to Istanbul. He was also one of the founders of the association Türk Ocagi (The Turkish Hearth). He wrote about nationalism and Turkish nationalism in the publication of this association Turk Yurdu, and in many other publications such as Halka Dogru, Islam Mecmuasi, Milli Tetebbular Mecmuasi, Iktisadiyat Mecmuasi, Içtimaiyat Mecmuasi and Yeni Mecmua. In the mean time, he taught sociology at the Darülfünun-u Osmani (Istanbul University). During the collapse of the Ottoman Empire, Ziya Gökalp sought to fashion a new national identity. In essence, his philosophy consisted of the effort of synthesizing the ethical and cultural values native to Turkish society, and certain values borrowed from the west. He summarized this approach as 'becoming Turkish, Muslim, and modern', and he took the cultural component from Turkish nationalism, and the ethical component from Islam. Gokalp defended that the constructive element of international culture were national cultures and he gave priority to folk literature over court literature. He believed in the importance of positive sciences, which had made the technological and scientific development of the West possible and considered religion as an auxiliary element on the way to reach religious and social unity. His social model was influenced by Emile Durkheim's theoretical concept of 'solidarism'. He opted for this model because unlike liberalism, which was based on the individual, and Marxism, which was based on class struggle, solidarism considered vocational organizations as the essential social unit. He wrote countless articles explaining his social and political views, and he systematized the concept of Turkish nationalism. He played an important role in the establishment and the development of Turkish national literature. In spite of the verse works and the poetry that he wrote in defense of Turkish nationalism, recent history Turkish cultural tends to acknowledge him more as a figure of political struggle. Ziya Gökalp earned great respect on the basis of his life of political activism. Leaving an indelible mark on the development of Turkish national identity, Gokalp died on October 25, 1924 as a citizen of the newly founded Republic of Turkey. After the 1908 Young Turk Revolution that reinstated constitutionalism in the Ottoman Empire, he adopted the pen name Gökalp ("sky hero"), which he retained for the rest of his life. As a sociologist, Ziya Gökalp was influential in the negation of Islamism, pan-Islamism, and Ottomanism as ideological, cultural, and sociological identifiers. In a 1936 publication, sociologist Niyazi Berkes described Gökalp as "the real founder of Turkish sociology, since he was not a mere translator or interpreter of foreign sociology. Gökalp's work was particularly influential in shaping the reforms of Mustafa Kemal Atatürk; his influence figured prominently in the development of Kemalism, and its legacy in the modern Republic of Turkey. His father was ��r�ksulu Osman Nuri Pasha who was Hedjaz Hijaz Governor. In 1908 he participated in military exercises in Russia. In 1911 he visited Rumelia with Sultan Mehmed Resad during Sultan's famous voyages to Rumelia. He was sent as a representative to the King of England ceremonies. He assisted the Turkish War of Independence during his war ministry. Mustafa Hilmi Pasha 1840-1922 was a general of the Ottoman Army. He was the son of Ibrahim Pasha Sarim. In the early 20th century he participated in the modernisation and unification of the Ottoman Army. In World War I he commanded the VI. Army Corps which was sent to participate in the campaign against Romania during the period October 1916 - February 1918. In the Turkish War of Independence he fought against French forces around Aleppo. He died in 1922 in Istanbul. After the proclamation of the Tanzîmât Edict, the government wanted to re-arrange the city. To this end, the Building and Expropriation Regulations that determined how modern city planning would be made as of 1840 were published. It was clearly stated that the government would base expropriations made to expand roads, allotment of burnt areas again, determination of construction rules, and opening the areas where reconstruction was not allowed to settlement,in essence all new urban development activities on these new laws. While expropriations were carried out, it was emphasized that, especially when for "public interest", the operation would be made with the consent of the landowner and after the preparation of maps. All of these can be said to be the reflections of modernity. This book examines the expropriation activities which were the most important tools for the government in the process of reconstruction implemented in Istanbul in the nineteenth century. It argues that the urban development which is at the intersection of centralization and modernization, and the concept of modern expropriation was a consequence of the change in the perspective and the understanding of the Ottoman government. Additionally, in the book, while the concept of modern expropriation is being evaluated in relation to the transformation in the governmental and legal mentality, the economic and social aspects of the expropriations are also emphasized. Other reconstruction processes occurring in other cities in the Ottoman Empire and other European cities which were taken as models in the reconstruction process of the capital city were investigated and documented here for the sake of approaching the expropriations from a comparative angle. This book aims to offer a holistic addition to literature on the urban history of Istanbul in the nineteenth century.‎

Akif Pasha was an Ottoman / Turkish statesman, poet, author, and intellectual. "Tabsira" is the famous work written by Akif Pasha to reveal the origin of the Churchill Case, which caused him to be dismissed from his Foreign Affairs Ministry. This rare 'politic quittance' work covers both domestic and foreign policy of the Mahmud period; It reveals its delicate relations with European states, especially Britain as well as contains important testimonies that will contribute to determining the position of the Fener Greek Patriarchate in those years. The work, albeit subjective, contains valuable information and approaches to historical researchers as a primary source. One of its most important features is that it is an early step towards new literature and style. The work, which probably was written in 1836, made Âkif Pasha a "münsî" [i.e. builder, a pioneer] that the writers of the Tanzimat era [i.e. Ottoman Reform period] took as an example. The Churchill Case was the main reason for the writing of this book. British origin William Nosworthy Churchill, (1796-1846), who published the Ceride-i Havadis [i.e. The Journal of the News] newspaper, injured a Turkish child while hunting and he was imprisoned in 1840. the British ambassador made it turned into a political event.
