In questo studio l'autore analizza la situazione della marina da guerra e di quella mercantile italiana, Salonicco, le isole di Piscopi Scapanto Simi Stampalia Calimmo Cassos Cos Kalkia Leros Lipsos Nisiros Patmos e l'invasione turca, la situazione di Cipro, l'Impresa di Tripoli, l'accordo Italo-Austriaco, l'Isola di Saseno, L'Albania e le sue isole (con un capitolo dedicato all'argomento), La neuralità di Corfù e Paxo ecc.
