Um diese Frage zu beantworten wird die Gesetzeslage ebenso analysiert, wie auch aktuelle Fälle aus dem Bereich des internationalen Terrorismus betrachtet. Zudem wird die Stellung beider Behörden in den Kontext ihrer geschichtlichen Entwicklung gestellt. Dabei beschäftigt sich der Autor insbesondere mit den Auswirkungen der Ausweitung der präventiven Kompetenzen des BKA im Bereich des internationalen Terrorismus. Er zeigt auf, welche Konfliktpunkte im Verhältnis beider Behörden entstehen können und wie sich das Verhältnis der Behörden zueinander verändert hat. Dabei zeigt sich, dass der Versuch einer Abgrenzung zwischen präventiver Abwehr terroristischer Bedrohung und der repressiven Strafverfolgung von sog. terroristischen Vereinigungen schwierige Rechtsfragen aufwirft. Die Besonderheit dieser Arbeit liegt nicht zuletzt darin, dass sie sich auf zwei Interviews stützen kann, die im Jahr 2010 mit GBA und BKA geführt wurden, wodurch nicht nur das rechtliche, sondern auch das tatsächliche Verhältnis beider Behörden in das Blickfeld genommen wird.
