He is best known for his advocacy of land value taxation a system where the value of land itself is taxed rather than the buildings or improvements made to it. MacLaren was born in Scotland and moved to England as a young man. He became involved in politics and was elected to the House of Commons as a member of the Labour Party. He represented the constituencies of Burslem 1922–1924 and Stoke-on-Trent 1929–1931. Throughout his political career MacLaren was a vocal advocate for land reform. He believed that land value taxation would help to address social inequality and promote economic efficiency. He was influenced by the ideas of Henry George a 19th-century American economist who also advocated for land value taxation.<br /> In 1931 MacLaren founded the Land Value Taxation Campaign an organization dedicated to promoting land value taxation in the United Kingdom. The organization continues to advocate for land value taxation to this day. MacLaren's son Leon MacLaren was the founder of the School of Economic Science an organization that also promotes land value taxation among other economic and philosophical ideas.
