‎Strategic Plan‎

‎Washington DC: United States Deprt. of Energy National Nuclear Security Administration 2002. Presumed first edition/first printing. Wraps. Very good. No dust jacket. 37 p. Includes: illustrations diagrams maps. From Wikipedia: "The United States National Nuclear Security Administration NNSA is part of the United States Department of Energy. It works to improve national security through the military application of nuclear energy. The NNSA maintains and improves the safety reliability and performance of the United States nuclear weapons stockpile through the use of science technology and engineering. It is also responsible for many nuclear nonproliferation counter-terrorism counter-proliferation and radiological emergency response efforts for the United States along with the naval reactors for the United States Navy. The National Nuclear Security Administrations was created by Congressional action in 1999 in the wake of the Wen Ho Lee spy scandal and other allegations that lax administration by the Department of Energy had resulted in the loss of U.S. nuclear secrets to China. Originally proposed to be an independent agency NNSA gained the reluctant support of the Clinton Administration only after it was instead chartered as a sub-agency within the Department of Energy to be headed by an Administrator reporting to the Secretary of Energy. The first NNSA Administrator appointed was Air Force General and CIA Deputy Director John A. Gordon. NNSA has four missions with regard to national security: To manage the U.S. nuclear weapons stockpile. To reduce global danger from weapons of mass destruction and to promote international nuclear safety and nonproliferation. To provide the United States Navy with safe militarily effective nuclear propulsion plants and to ensure the safe and reliable operation of those plants. To support United States leadership in science and technology. One of NNSA s primary missions is to maintain the safety security and effectiveness of the United States' nuclear weapons stockpile without additional testing. After the Cold War the U.S. stopped production of new nuclear warheads and voluntarily ended underground nuclear testing. NNSA s Office of Defense Programs maintains the existing nuclear deterrent through the use of science experiments engineering audits and high-tech simulations at its three national laboratories Los Alamos National Laboratory Lawrence Livermore National Laboratory and Sandia National Laboratories. NNSA assets used to maintain and ensure the effectiveness of the American nuclear weapons stockpile include the National Ignition Facility the Dual-Axis Radiographic Hydrodynamic Test Facility and the Z Machine. NNSA also uses multiple supercomputers to run simulations and validate experimental data. As part of NNSA's nuclear weapons mission the Office of Secure Transportation OST provides safe and secure transportation of nuclear weapons and components and special nuclear materials and conducts other missions supporting the national security of the United States of America. Since 1974 OST has been assigned responsibility to develop operate and manage a system for the safe and secure transportation of all government-owned DOE or NNSA controlled special nuclear materials in "strategic" or "significant" quantities. Shipments are transported in specially designed equipment and are escorted by armed federal agents." United States, Deprt. of Energy, National Nuclear Security Administration paperback‎

‎NNSA Safety Management Functions Responsibilities and Authorities Manual FRAM: NA-1 SD 411.1-1C‎

‎Washington DC: United States Department of Energy National Nuclear Security Administra 2008. Presumed first edition/first printing thus. Wraps. Very good. No dust jacket. Various paginations approximately 50 pages. References. Definitions. Acronyms. This was approved: 02-15-08 and expired 02-15-10. From Wikipedia: Safety management system SMS is a term used to refer to a comprehensive business management system designed to manage safety elements in the workplace. A SMS provides a systematic way to identify hazards and control risks while maintaining assurance that these risk controls are effective. SMS can be defined as: .a businesslike approach to safety. It is a systematic explicit and comprehensive process for managing safety risks. As with all management systems a safety management system provides for goal setting planning and measuring performance. A safety management system is woven into the fabric of an organization. It becomes part of the culture the way people do their jobs. For the purposes of defining safety management safety can be defined as: .the reduction of risk to a level that is as low as is reasonably practicable. There are three imperatives for adopting a safety management system for a business these are ethical legal and financial. There is an implied moral obligation placed on an employer to ensure that work activities and the place of work to be safe there are legislative requirements defined in just about every jurisdiction on how this is to be achieved and there is a substantial body of research which shows that effective safety management which is the reduction of risk in the workplace can reduce the financial exposure of an organisation by reducing direct and indirect costs associated with accident and incidents. To address these three important elements an effective SMS should: Define how the organisation is set up to manage risk. Identify workplace risk and implement suitable controls. Implement effective communications across all levels of the organisation. Implement a process to identify and correct non-conformities. Implement a continual improvement process. A safety management system can be created to fit any business type and/or industry sector. Basic safety-management componentseditInternational Labour Organization SMS modeleditSince there are many models to choose from to outline the basic components of a safety management system the one chosen here is the international standard promoted by the International Labour Organization ILO. In the ILO document ILO-OSH 2001 Guidelines on Occupational Safety and Health Management Systems the safety management basic components are: Policy Organizing Planning and implementation Evaluation Action for improvement Although other SMS models use different terminology the process and workflow for safety management systems is always the same; 1. Policy Establish within policy statements what the requirements are for the organization in terms of resources defining management commitment and defining OSH targets 2. Organizing How is the organization structured where are responsibilities and accountabilities defined who reports to who and who is responsible for what. 3. Planning and Implementation What legislation and standards apply to our organization what OSH objectives are defined and how are these reviews hazard prevention and the assessment and management of risk. 4. Evaluation How is OSH performance measured and assessed what are the processes for the reporting of accidents and incidents and for the investigation of accidents and what internal and external audit processes are in place to review the system. 5. Action for Improvement How are preventative and corrective actions managed and what processes are in place to ensure the continual improvement process. There is a significant amount of detail within each of these sections and these should be examined in detail from the ILO-OSH Guidelines document. A SMS is intended to act as a framework to allow an organisation as a minimum to meet its legal obligations under occupational health and safety law. The structure of a SMS is generally speaking not of itself a legal requirement but it is an extremely effective tool. ‎The Science Vision for the Stratospheric Observatory for Infrared Astronomy‎

‎Moffett FIeld CA: United States National Aeronautics and Space Administration 2009. Reprint. Second Printing. Wraps. Very good. Includes: illustrations diagrams. Various paginations approximately 125 pages. References. From Wikipedia: "The Stratospheric Observatory for Infrared Astronomy SOFIA is a joint project of NASA and the German Aerospace Center DLR to construct and maintain an airborne observatory. NASA awarded the contract for the development of the aircraft operation of the observatory and management of the American part of the project to the Universities Space Research Association USRA in 1996. The DSI Deutsches SOFIA Institut manages the German parts of the project which are primarily science and telescope related. SOFIA's telescope saw first light on May 26 2010. SOFIA is the successor to the Kuiper Airborne Observatory.SOFIA is based on a Boeing 747SP wide-body aircraft that has been modified to include a large door in the aft fuselage that can be opened in flight to allow a 2.5 meter diameter reflecting telescope access to the sky. This telescope is designed for infrared astronomy observations in the stratosphere at altitudes of about 41 000 feet about 12 km. SOFIA's flight capability allows it to rise above almost all of the water vapor in the Earth's atmosphere which blocks some infrared wavelengths from reaching the ground. At the aircraft's cruising altitude 85% of the full infrared range will be available. The aircraft can also travel to almost any point on the Earth's surface allowing observation from the northern and southern hemispheres. Once ready for use the expectation is for observing flights to be flown 3 or 4 nights a week for the next 20 years. SOFIA is now based at NASA's Dryden Aircraft Operations Facility at LA/Palmdale Regional Airport California while staff at NASA Ames Research Center in Mountain View California operate the SOFIA Science Center where astronomical observation missions are planned for the flying observatory. The NASA logo reflected in SOFIAs 2.5-meter primary mirror. SOFIA uses a 2.5-meter reflector telescope which has an oversized 2.7 meter diameter primary mirror as is common with most large infrared telescopes. The optical system uses a Cassegrain reflector design with a parabolic primary mirror and a remotely configurable hyperbolic secondary. In order to fit the telescope into the fuselage the primary is shaped to an f-number as low as 1.3 while the resulting optical layout has an f-number of 19.7. A flat tertiary dichroic mirror is used to deflect the infrared part of the beam to the Nasmyth focus where it can be analyzed. An optical mirror located behind the tertiary mirror is used for a camera guidance system. The telescope looks out of a large door in the side of the fuselage near the airplane's tail and will initially carry nine instruments for infrared astronomy at wavelengths from 1 655 micrometres and high-speed optical astronomy at wavelengths from 0.3 1.1 micrometres. The main instruments are the FLITECAM a near infrared camera covering 1 5 micrometres; FORCAST covering the mid-infrared range of 5 40 micrometres and HAWC which spans the far infrared in the range 42 210 micrometres. The other four instruments include an optical photometer and infrared spectrometers with various spectral ranges. SOFIA s telescope is by far the largest ever to be placed in an aircraft. For each mission one interchangeable science instrument will be attached to the telescope. Two groups of general purpose instruments are available. In addition an investigator can also design and build a special purpose instrument. On April 17 2012 two upgrades to HAWC were selected by NASA to increase the field of view with new detector arrays and to add the capability of measuring the polarization of dust emission from celestial sources. The open cavity housing the telescope will be exposed to high-speed turbulent winds. In addition the vibrations and motions of the aircraft introduce observing difficulties. The telescope was designed to be very lightweight with a honeycomb shape milled into the back of the mirror and polymer composite material used for the telescope. From Wikipedia: "The National Aeronautics and Space Administration NASA is the agency of the United States government that is responsible for the nation's civilian space program and for aeronautics and aerospace research. Since 2011 NASA's strategic goals have been Extend and sustain human activities across the solar system Expand scientific understanding of the Earth and the universe Create the innovative new space technologies Advance aeronautics research Enable program and institutional capabilities to conduct NASA s aeronautics and space activities Share NASA with the public educators and students to provide opportunities to participate President Eisenhower established the National Aeronautics and Space Administration NASA in 1958 with a distinctly civilian rather than military orientation encouraging peaceful applications in space science. The National Aeronautics and Space Act was passed on July 29 1958 replacing its predecessor the National Advisory Committee for Aeronautics NACA. The agency became operational on October 1 1958. Since that time most U.S. space exploration efforts have been led by NASA including the Apollo moon-landing missions the Skylab space station and later the Space Shuttle. Currently NASA is supporting the International Space Station and is overseeing the development of the Orion Multi-Purpose Crew Vehicle and Commercial Crew vehicles. The agency is also responsible for the Launch Services Program LSP which provides oversight of launch operations and countdown management for unmanned NASA launches. Most recently NASA announced a new Space Launch System that it said would take the agency's astronauts farther into space than ever before and provide the cornerstone for future human space exploration efforts by the U.S. NASA science is focused on better understanding Earth through the Earth Observing System advancing heliophysics through the efforts of the Science Mission Directorate's Heliophysics Research Program exploring bodies throughout the Solar System with advanced robotic missions such as New Horizons and researching astrophysics topics such as the Big Bang through the Great Observatories and associated programs. NASA shares data with various national and international organizations such as from the Greenhouse Gases Observing Satellite." Also from Wikipedia: "A supercomputer is a computer at the frontline of current processing capacity particularly speed of calculation. The term "Super Computing" was first used in the New York World in 1929 to refer to large custom-built tabulators that IBM had made for Columbia University. Supercomputers were introduced in the 1960s and were designed primarily by Seymour Cray at Control Data Corporation CDC and later at Cray Research. While the supercomputers of the 1970s used only a few processors in the 1990s machines with thousands of processors began to appear and by the end of the 20th century massively parallel supercomputers with tens of thousands of "off-the-shelf" processors were the norm. Systems with a massive number of processors generally take one of two paths: in one approach e.g. in grid computing the processing power of a large number of computers in distributed diverse administrative domains is opportunistically used whenever a computer is available. In another approach a large number of processors are used in close proximity to each other e.g. in a computer cluster. The use of multi-core processors combined with centralization is an emerging direction. As of November 2012 the Cray Titan supercomputer is the fastest in the world." Supercomputers play an important role in the field of computational science and are used for a wide range of computationally intensive tasks in various fields including quantum mechanics weather forecasting climate research oil and gas exploration molecular modeling computing the structures and properties of chemical compounds biological macromolecules polymers National Aeronautics and Space Adminstration paperback‎

From an EPA website: "Reformulated gasoline RFG is gasoline blended to burn more clearly than conventional gasoline and to reduce smog-forming and toxic pollutants in the air we breathe. The RFG program was mandated by Congress in the 1990 Clean Air Act amendments. The first phase of the RFG program began in 1995 and the second current phase began in 2000. RFG is required in cities with high smog levels and is optional elsewhere. RFG is currently used in 17 states and the District of Columbia. About 30 percent of gasoline sold in the U.S. is reformulated. The air quality benefits RFG has achieved represent a significant part of the country's smog reduction strategy. The RFG program combined with other industrial and transportation controls aimed at smog reduction is contributing to the long-term downward trend in U.S. smog levels. About 75 million people breathe cleaner air because of RFG." United States Department of Energy, Energy Information Administration paperback‎

‎Management and Funding Alternatives for ERDA Military Application and Restricted Data Functions--DRAFT‎

‎Washington DC: United States Energy Research and Development Administration 1975. DRAFT-not to be reproduced with permission of the study director. Spiralbound. Good. Number 48 written in ink on front cover. Number stamped on front cover. Numerous paperclip marks. vi 92 vii p. Includes illustrations. This is copy #48. Offical Use Only marking lined out on front cover. This type of controlled copy draft report is typically destroyed as the report is finalized. Thus copies such as this are increasingly scarce and offer potentially significant insights as to policy issues and their resolution through comparison with the text of the officially approved and released report. This report describes and descussed alternatives for discharging the responsibility for managing and funding military application and Restricted Data functions now in ERDA It was prepared in response to Section 307 b of the Energy Reorganization Act of 1974. Chapter I describes the requirement for the study. Chapter II discussed the nuclear weapons complex and weapon program including facilities management and costs and the non-weapon activities conducted by the complex. These are the major elements of the weapon-related functions then under consideration for transfer. Chapter III identified major concers suggesting a need for change or restraint against change. Chapter IV descrived the nonweapon defense=related function of ERDA including naval reactors production of special nuclear materials space reactors and other military reactors and considerations concerning their potential transfer. The study described in this report was conducted by and ERDAS task force consisting of representatives from ERDA headquarters and field operations offices the weapon laboratories the production facilities and others not directly associated with ERDA. Collaboratoion was maintained with the Department of Defense throught the office of the Assistant to the Secretary of Defense for Atomic Energy. From an official history of the ERDA by Alice Buck: "The Reorganization Act of 1974 required the Administrator of ERDA and the Secretary of Defense to review the feasibility of transferring the military functions formerly vested in the Atomic Energy Commission to the Department of Defense or to other federal agencies. The possible transfer of these functions which included not only weapon development and the control of Restricted Data but also certain nondefense related programs such as naval reactors space nuclear systems military power reactors and the production of special nuclear materials reflected continuing congressional concern over the issue of civilian control of the military atom. In January 1976 following a year of study Seamans concluded that a split in the management and funding responsibilities between different agencies would be detrimental to a strong nuclear weapons program. He recommended instead that the nuclear weapon program and complex be retained within ERDA but have a budget of its own separate from the budget for energy programs. The Assistant Administrator for National Security would be responsible for seeing that the weapon program received priority in the use of laboratories and production facilities while nonweapon defense-related programs would be under the direction of the Assistant Administrator for Nuclear Energy. The unique capability of the weapon research laboratories to perform significant nonnuclear research in the energy development field was another factor in the final decision to leave the division of military application and the associated nuclear activities within the Energy Research and Development Administration." ‎Transformation of the Y-12 National Security Complex: Challenges and Opportunities UNCLASSIFIED APPROVED FOR PUBLIC RELEASE‎

‎Oak RidgeTN. CD. Good. No case for the CD. Transforming Y-12 Government-owned facilities and operations are being challenged to become smaller more efficient and more responsive to changing national and global challenges. Nowhere in the National Security Enterprise is transformation more evident than at Y-12. Some of the most striking indicators that Y 12 is undergoing an extreme makeover are seen in construction projects and a shrinking footprint. In the last 10 years the Facilities and Infrastructure Recapitalization Program has demolished more than 1.3 million square feet of aging facilities at Y-12 and replaced them as necessary with new state-of-the-art facilities. Two facilities Jack Case Center and New Hope Center have allowed one-third of the Y-12 workforce to vacate more than 50 aging facilities and relocate to offices that offer significant productivity enhancements. They're also eye-catching evidence that transformation at Y-12 is in full swing. The nation's Highly Enriched Uranium Materials Facility came online in 2010 providing an ultrasecure warehouse for the nation's highly enriched uranium. unknown‎

‎Other Worlds from Earth: The Future of Planetary Astronomy; . A Report of the Planetary Astronomy Committee of the Solar System Exploration Division‎

‎Washington DC: National Aeronautics and Space Administration Solar System Exploration Division Planetary Astronomy Committee 1989. Presumed First Edition First printing. Wraps. Good. 26 cm. 97 1 pages. Wraps. Illustrations some in color. Boxes. Ex-library with usual library markings. Presented is a synopsis of the past present and future of NASA's planetary astronomy program. The goals of solar system exploration and the objectives of planetary astronomy are discussed in the first section. The second section examines the planetary astronomy program for 1988 in terms of finances areas of strength and areas of concern. Section three takes an in-depth look at ground-based and airborne planetary astronomy while section four examines earth-orbital planetary astronomy. In each section accomplishments and future missions are evaluated as to success and importance. Finally the fifth section provides overall conclusions and recommendations. The goal of planetary exploration is to understand the nature and development of the planets as illustrated by pictures from the first two decades of spacecraft missions and by the imaginations of space artists. Planets comets asteroids and moons are studied to discover the reasons for their similarities and differences. NASA is at the leading edge of a journey of scientific discovery that promises to reveal new knowledge of our solar system's content origin evolution and the potential for life elsewhere. NASA Planetary Science is engaged in one of the oldest of scientific pursuits: the observation and discovery of our solar system's planetary objects. With an exploration strategy based on progressing from flybys to orbiting to landing to roving and finally to returning samples from planetary bodies NASA advances the scientific understanding of the solar system in extraordinary ways while pushing the limits of spacecraft and robotic engineering design and operations. Since the 1960s NASA has broadened its reach with increasingly sophisticated missions launched to a host of nearby planets moons comets and asteroids. NASA Planetary Science continues to expand our knowledge of the solar system with spacecraft in place from the innermost planet of our solar system to the very edge of our sun's influence.
