In November 1969 identical resolutions on chemical and biological warfare sponsored or cosponsored by some 108 Members of Congress were referred for consideration the the Subocmmittee on Natioansl Security Policy and Scientific Developments. These resolutions called upon the President to resubmit to the Senate for ratification the Geneva Protocol of 1925 conduct an extensive intra-governmental review of CBW policies and reassert America's tratitional 'no-first-use' policy on lethal chemical and biological agents. One week after the subcommittee had opened hearings on the resolutions the President in a statement on November 25th announced his intention to resubmit the protocol to the Senate. In addition he unilaterally renounced all futures us of biological weapons on the part of the United States and pledged to work for new agreements that would universally ban biological weapons. Althoubh the President's actions rendered the resolutions moot the subcommittee continued its inquiry into international aspects of chemical and biological warfare. The project was administered by the MITRE Corporation. This work was reviewed in Foreign Affairs by Reviewed by Andrew J. Pierre. In part he assessed this work as an impressive book a commendable example of clarity depth and timeliness. He judged that this work appeared to have had considerable impact on the nuclear policy of the Carter Administration. The 21-member group of experts examined the whole range of issues surrounding nuclear energy. Its recommendations were: 1 the international and social risks associated with the reprocessing and recycle of plutonium far outweigh the economic benefits and there is no compelling reason for the U.S. to depend upon plutonium in this century; 2 the breeder reactor program should be deemphasized and the date for commercialization postponed beyond the year 2000; 3 nuclear waste management should be expanded and improved using stable geological formations; 4 U.S. uranium enrichment capacity should be enlarged so as to assure other countries adequate nuclear fuel supplies thereby reducing pressures to seek indigenous facilities that would provide a capability leading to weapons; and 5 the U.S. should through its nuclear export policy seek a consensus among supplier and consumer nations against the spread of national plutonium separation and uranium enrichment facilities. The reviewer considered this to be a landmark study. In summarizing its conclusions the 2012 Committee reports that "concerns about maintaining the capabilities to sustain U.S. national security into the future.are not the result of intrinsic technical limitations and are not limited by a possible future under the CTBT." It believes that risks to the U.S. Stockpile Stewardship Program to maintain nuclear weapons capabilities are limited. Were new types required the U.S. has the option to withdraw from the CTBT. The U.S. can deal with threats from secret cheating on the test ban by others "as effectively under the CTBT as it could without the CTBT." Were an adversary to seek to develop a new type of strategic weapon the U.S. would observe the required testing and if U.S. technical capabilities are sustained the U.S. "will retain effective protection against technical surprises" regardless of CTBT ratification. These are remarkable statements. The Committee concludes in effect that a decision to seek Senate consent to ratification can comfortably be taken on technical grounds. Other factors will then be of greater salience such as how ratification will impact on U.S. objectives cap the qualitative weapon capabilities of others preserve and strengthen the Non-Proliferation Treaty and broader nonproliferation regime and best engage in dealing with the current problematic cases of the DPRK and Iran. The project scope was for the Committee to review and update aspects of the analysis in the 2002 National Academies' report Technical Issues Related to the Comprehensive Nuclear-Test Ban Treaty drawing on the latest evidence in each of the following areas: 1 Maintaining the safety and reliability of the U.S. stockpile. The committee will assess including information developed for and produced by the Nuclear Posture Review the Administration's plan to manage the risks in ensuring over the longer term a safe and reliable nuclear weapons stockpile absent underground nuclear testing. The experience of the U.S. stockpile stewardship program particularly in the last decade will also be taken into account. 2 Nuclear explosion detection location and identification. The committee will assess present nuclear explosion detection capabilities taking into account the totality of assets accessible to the United States including: a any improvements in U.S. national technical means in the last decade and b operating experience of the international monitoring system. The committee might also consider how these capabilities are expected to improve over time. 3 Sustainability. The committee will assess what commitments are required to sustain: a America's nuclear stockpile; b the U.S. monitoring system; and c an adequate international verification regime including On-Site Inspection. 4 Technical Advances. The committee will assess the potential technical advances to nuclear weapon capabilities for other countries: a that result from evasive and non-evasive testing at levels below the U.S. detection capability; and b that result from returning to full-yield testing in a non-test-ban environment.
