Nacque a San Daniele del Friuli l11 agosto del 1889 e fu ordinato sacerdote nel 1916 prendendo anche parte alla prima guerra mondiale dopodiché si laureò in teologia e diritto canonico presso la Pontificia Università Gregoriana. Dopo un breve periodo come coadiutore a Sacile nel 1923 divenne mansionario della parrocchia di San Daniele del Friuli e insegnante presso la locale scuola di avviamento al lavoro. Nel 1924 fu nominato bibliotecario della Guarneriana di San Daniele del Friuli mantenendo tale incarico fino alla morte sopraggiunta il 21 novembre del 1969. Nel 1958 gli fu conferita la medaglia dargento dei benemeriti della cultura e nel 1966 il premio Epifania. Durante il lungo periodo trascorso nella Guarneriana P. si impegnò soprattutto nello studio del patrimonio librario e dei preziosi codici in essa conservati attuando la loro prima catalogazione moderna. Inoltre ne divulgò la conoscenza attraverso la pubblicazione nel 1954 di un catalogo degli incunaboli e fondando nel 1958 la rivista quadrimestrale «La Guarneriana. Cultura e arte in Friuli» edita fino al 1969 della quale fu curatore unico: in ognuno dei trentaquattro fascicoli apparsi - oltre a riportare notizie di carattere documentario sulla storia e larte sandanielese - descrisse in modo sistematico un manoscritto della biblioteca. P. diede alle stampe anche numerosi studi dedicati alla storia e al patrimonio artistico di San Daniele occupandosi soprattutto dei suoi edifici religiosi attraverso ricerche condotte con metodo erudito. Un altro importante settore dellattività di P. riguardò la pubblicazione di una serie di quarantatré volumi dedicati a figure di missionari friulani - tra i quali Basilio Brollo Pio Colussi Marco dAviano Odorico da Pordenone e Tristano dAttimis - di cinque annuari 1947-1951 e tre numeri monografici sui religiosi locali impegnati nellopera missionaria. dizionariobiograficodeifriulani.it/patriarca-emilio/ paperback
