From Wikipedia: "United States Navy Regulations is the principal regulatory document of the Department of the Navy not just the United States Navy endowed with the sanction of law as to duty responsibility authority distinctions and relationships of various officials organizations and individuals. Navy Regulations are issued by the Secretary of the Navy and are permanent regulations of general applicability as opposed to other regulations that he or she may issue in accordance with law. The Navy Regulations serve in effect much as a vehicle of implementation of Title 10 of the United States Code as it pertains to the Naval Services. However Navy Regulations do not take legal precedence over any order or directive issued by either the President or Secretary of Defense or of an Act of Congress. The Chief of Naval Operations is responsible for maintaining the Navy Regulations and for ensuring that they conform to the current needs of the Department of the Navy. Other directives issued within the Department of the Navy may not conflict with alter or amend any provision of Navy Regulations. Any additions changes or deletions to the U.S. Navy Regulations must be approved by the Secretary of the Navy. From Wikipedia: "The Bureau of Construction and Repair BuC&R was the part of the United States Navy which from 1862 to 1940 was responsible for supervising the design construction conversion procurement maintenance and repair of ships and other craft for the Navy. The bureau also managed shipyards repair facilities laboratories and shore stations. On 20 June 1940 Congress passed a law which consolidated the Bureau's functions with those of the Bureau of Engineering BuEng creating the Bureau of Ships BuShips. The Bureau was staffed by officers of the Construction Corps called constructors with advanced degrees in naval architecture. Six civilian constructors were hired by the Navy in 1794 to supervise construction of the frigates authorized by Congress that year. The Bureau of Construction Equipment and Repairs was established in 1842 as one of the five original material bureaus replacing the former Board of Navy Commissioners. In 1862 Congress decided to replace the Bureau into three new organizations: the Bureau of Construction and Repair the Bureau of Steam Engineering later called the Bureau of Engineering and the Bureau of Equipment. The Bureau of Construction and Repair was established by Congress by an act of July 5 1862 12 Stat. 510. The new organization headed by a Chief of the Bureau was responsible for all aspects of ship construction except for propulsion systems which were the responsibility of the Bureau of Engineering; and equipage which fell under the Bureau of Equipment. The Construction Corps was created in 1866 to be staffed by constructors graduated from the United States Naval Academy cadet-engineer curriculum implemented in 1864. The C-118 Liftmaster / R6D was the military version of the commercial DC-6 passenger plane. The aircraft was developed during World War II and had four supercharged engines and pressurized cabins and underwent large increases in size power and weight during its development history. The mid-1980's were years of transition and farewells. The Small Wars Manual is a United States Marine Corps manual on tactics and strategies for engaging in certain types of military operations. The Marine Corps' role in small wars has a long and complex history. During the early years of the 20th century the Corps was widely viewed as the nation's overseas police and initial response force. Moreover the actual execution of these roles were a natural adjunct of the Corps' officially directed mission of sea-based power projection in turn buttressed by its fundamental expeditionary operational character. As a result of this "natural fit" and the experience of a series of guerrilla wars in Central America and the Caribbean from the late 1890s through the early 1930s the Marine Corps began to systematically analyze the character and requirements of operations short of war proper or "Small Wars". The results of these efforts were encapsulated in the manual Small Wars Operations in 1935. For the 1940 revision it was renamed The Small Wars Manual SWM.
