This publication was prepared for the U.S. Department of Energy under Contract DE-AC05-76RL01830 by the Pacific Northwest National Laboratory reprot number PNNL-19379. From Wikipedia: "Exascale computing refers to computing systems capable of at least one exaFLOPS. Such capacity represents a thousandfold increase over the first petascale computer that came into operation in 2008. One exaflop is a thousand petaflops or a quintillion 1018 floating point operations per second. At a supercomputing conference in 2009 Computerworld projected exascale implementation by 2018. In January 2012 Intel purchased the InfiniBand product line from QLogic for US $125 million in order to fulfill its promise of developing exascale technology by 2018. The initiative has been endorsed by two US agencies: the Department of Energy and the National Nuclear Security Administration. The technology would be useful in various computation-intensive research areas including basic research engineering earth science biology materials science energy issues and national security. The United States has put aside $126 million for exascale computing beginning in 2012. Three projects aiming at developing technologies and software for exascale computing have been started in 2011 within the European Union. The CRESTA project Collaborative Research into Exascale Systemware Tools and Applications the DEEP project Dynamical ExaScale Entry Platform and the project Mont-Blanc. The Indian Government has committed USD 2 Billion to ISRO and Indian Institute of Science IISc Bangalore to develop a supercomputer with a performance of 132.8 exaflops by 2017. ISRO has already booked key equipment to develop the first Indian exaflop supercomputer. Most of the sub-systems will be developed in India." United States, Department of Energy paperback

S. nuclear weapons stockpile including production readiness required to maintain that stockpile. This document addresses issues associated with constructing a new facility for the manufacturing of a key nuclear weapon component. This proposed facility proved to be controversial and did not recieve Congressional support and funding. However it retains significant value as a source of unclassified information about the use of plutonium and associated plutonium operations in the United States nuclear weapon program. U. S. The operations at TA-18 enabled DOE personnel to gain knowledge and expertise in advanced nuclear technologies that supported: nuclear materials management criticality safety; emergency response in support of counterterrorism activities nuclear safeguards arms control; and criticality experiments. Technical Area 18 housed at the time the Western Hemisphere's largest collection of machines for conducting nuclear safety evaluations. Under the right conditions at Techncial Area 18 usingfissile material experiments capable of maintaining a self-sustaining nuclear fission chain reaction had been achieved. As part of the national response to the September 11 2001 terrorist attacks the Department of Energy proposed to relocate the Technical Area 18 operational capabilities and materals to a new location. This environmental impact statement was part of that process. United States Department of Energy paperback

This report describes and descussed alternatives for discharging the responsibility for managing and funding military application and Restricted Data functions now in ERDA It was prepared in response to Section 307 b of the Energy Reorganization Act of 1974. Chapter I describes the requirement for the study. Chapter II discussed the nuclear weapons complex and weapon program including facilities management and costs and the non-weapon activities conducted by the complex. These are the major elements of the weapon-related functions then under consideration for transfer. Chapter III identified major concers suggesting a need for change or restraint against change. Chapter IV descrived the nonweapon defense=related function of ERDA including naval reactors production of special nuclear materials space reactors and other military reactors and considerations concerning their potential transfer. The study described in this report was conducted by and ERDAS task force consisting of representatives from ERDA headquarters and field operations offices the weapon laboratories the production facilities and others not directly associated with ERDA. Collaboratoion was maintained with the Department of Defense throught the office of the Assistant to the Secretary of Defense for Atomic Energy. From an official history of the ERDA by Alice Buck: "The Reorganization Act of 1974 required the Administrator of ERDA and the Secretary of Defense to review the feasibility of transferring the military functions formerly vested in the Atomic Energy Commission to the Department of Defense or to other federal agencies. The possible transfer of these functions which included not only weapon development and the control of Restricted Data but also certain nondefense related programs such as naval reactors space nuclear systems military power reactors and the production of special nuclear materials reflected continuing congressional concern over the issue of civilian control of the military atom. In January 1976 following a year of study Seamans concluded that a split in the management and funding responsibilities between different agencies would be detrimental to a strong nuclear weapons program. He recommended instead that the nuclear weapon program and complex be retained within ERDA but have a budget of its own separate from the budget for energy programs. The Assistant Administrator for National Security would be responsible for seeing that the weapon program received priority in the use of laboratories and production facilities while nonweapon defense-related programs would be under the direction of the Assistant Administrator for Nuclear Energy. The unique capability of the weapon research laboratories to perform significant nonnuclear research in the energy development field was another factor in the final decision to leave the division of military application and the associated nuclear activities within the Energy Research and Development Administration." From an EPA website: "Reformulated gasoline RFG is gasoline blended to burn more clearly than conventional gasoline and to reduce smog-forming and toxic pollutants in the air we breathe. The RFG program was mandated by Congress in the 1990 Clean Air Act amendments. The first phase of the RFG program began in 1995 and the second current phase began in 2000. RFG is required in cities with high smog levels and is optional elsewhere. RFG is currently used in 17 states and the District of Columbia. About 30 percent of gasoline sold in the U.S. is reformulated. The air quality benefits RFG has achieved represent a significant part of the country's smog reduction strategy. The RFG program combined with other industrial and transportation controls aimed at smog reduction is contributing to the long-term downward trend in U.S. smog levels. About 75 million people breathe cleaner air because of RFG." United States Department of Energy, Energy Information Administration paperback
