The Departments of Labor and Health Education and Welfare HEW Appropriations Act for FY 1980 H.R. 4389/H.R. 7998 faced significant delays due to disagreements over abortion funding. The bill which ultimately covered the redesignated Department of Health and Human Services HHS set funding for labor programs and health education and social services.
