The majority of the grievances were directed at the authoritarian regime of Lord Dalhousie as governor of Lower Canada and Governor-in-Chief of British North America 1820-28 when he was recalled. Included are grievances relating to Dalhousies establishment of a new Quebec Gazette his censure of Sir Francis Burton for having sanctioned a Bill of Supply his dismissal of militia officers and exercise of intimidation during elections his dismissal of justices of the peace and the unfair manner of jury selection. "Among other things the Montreal petitioners complained that contrary to the laws of England juries both grand and petty and both King's Bench and Quarter Sessions were being drawn exclusively from the town of Montreal rather than from the district at large. The committee chaired by Denis-Benjamin Viger concluded that this practice of jurors being "selected or as it were packed - summoned exclusively from among the inhabitants of a particular place or from a particular class - cannot be more compatible with liberty than it is with the rules of impartial justice. It is repugnant to every principle of our government and can only tend to the overthrow of the constitution of the country.The executive's control over the process of selecting juries became for the Patriotes yet another symbol of despotism and of the attempted exclusion of canadiens from their democratic rights given that they predominated in the countryside; a number of highly political jury trials for libel and sedition did nothing to help matters. An extensive collection of correspondence and treaties presented to the British Parliament under the titles; "Slave Trade" 46 Papers; "Genoa" 10 Papers October 1811 to March 1815; " Naples" 19 Papers January 1814 to March 1814; "Italy" 8 Papers October 1811; "War with America" 9 Papers June 1812 to November1 1813; The Person and Family of Napoleon Buonaparte" April 1814 to August 1814; and "Correspondence on Alliance against France"2 papers & Treaty copies April -May 1815. The War in America papers concern the War of 1812 and are primarily naval; with the Royal Navy on the Great Lakes and Lake Champlain. Of particular interest are extracts of the proceedings of the court martial of Captain Barclay and others resulting from the Battle of Lake Erie September 1813. The slavery papers from 1813 to 1814 containing extracts of treaties between Britain and European countries give an overview of the gradual abolishment of the slave trade. Correspondents include the Duke of Wellington Viscount Castlereagh Henry Wellesley and Earl Bathurst. The Genoa Naples and Italy papers relate to risings against the French in 1814 with much of the correspondence by Lord Bentinek. The material on the Napoleon Wars deals with the period between The Treaty of Paris in 1814 and the Hundred Days campaign of 1815. The last correspondence is between Viscount Castlereagh and Earl of Clancarty the month before the Battle of Waterloo in June 1815. Contemporary speckled calf new morocco spine label blind rules to boards raised bands blind fillets and lettering piece to spine gilt rules to board edges edges of text block rouged. A few shallow scuffs and faint stains to boards which are slightly bowed light rubbing to extremities chipping to head of spine corners bumped and lightly worn pastedowns loose hinges cracked later armorial bookplate of John Fairfax Crowder 1902 or 1903-1999 to inner front board later owner signature Mathison and recent bookplate of Dr. and Mrs. H.R. Knohl to front pastedown small tear to front free endpaper. Light toning to interior light soiling in a few places faint dampstaining to last several leaves later binder's notes tipped onto first leaf of table marginal markings and brief later annotations in pencil to a few leaves. A very good copy. $2000. Only edition. Published near the end of the first English Civil War this volume collects ordinances and orders issued during that time. Many relate directly to the war while others deal with everyday governance or ideological issues such as religious liberty.
