1933réf. 193029Shanghai: Statistical Department of the Inspectorate General of Customs 1933. The Bible of the Chinese customs service First edition; the first attempt to provide employees with a clear and concise reference. The chapters covering topics from tariffs and air freight to smuggling and the importation of weaponry reflect the scope of the service's economic and bureaucratic power in the interwar period. This working copy includes dozens of printed overslips issued to correct and update the text. The compilation process was overseen by two commissioners: Stanley F. Wright 1873-1953 the personal secretary to the inspector general Frederick Maze and André Braud a senior member of the inspectorate and the author of a guide to customs regulations used in Shanghai. Following Wright's retirement in 1933 he became the service's official historian and its "most prolific and ardent chronicler" Ladds p. 1. Second and third editions appeared in 1935 and 1937. Octavo. With 7 folding leaves. Text interleaved as issued with ruled leaves of paper; overslips tipped or pasted in throughout contemporary manuscript corrections to text. Original green quarter sheep spine lettered in gilt green cloth sides green surface-paper endpapers. Illegible contemporary ownership inscription on half-title; c. 1980s Shanghai bookseller's ticket on rear pastedown. Binding worn and stained occasional marking to edges and contents: very good. 1791réf. 5513Paris: imprimerie Royale 1791. First edition. A nice copy of this list of tariffs and duties payable on the eve of the Revolution. An impressive alphabetical list of products or goods with opposite the amount of the tax applied upon entry and exit according to the quantity or weight. No printed or publisher details. There appear to have been many versions of this printed particularly by regional printers. Presumably for distribution throughout the kingdom. We have been unable to find another copy with the same vignette to the first page. Loose sheets unsewn. In good clean condition with a touch of edgewear and darkening only. There seem to be several different paginations to copies of this tarif. Our copy has 35 pages and is a complete A-Z list. It seems there is also a 44 page copy we believe that this has tariffs applicable in the colonies and lists of goods prohibited to export. 28cm x 21.5cm. 28 cm x 215 cm. imprimerie Royale unknown

An extraordinary and remarkably detailed insider compilation of official orders broadsides circulars and departmental notices documenting the day-to-day administrative machinery of British global trade at the dawn of the High Victorian era. Likely assembled contemporaneously by a senior customs officer-with several entries pointing specifically to operations out of the port of Hull-this volume captures a pivotal moment of institutional transformation as Great Britain dismantled long-standing mercantilist protections and embraced free trade. Spanning the crucial years between 1846 and 1848 the collection highlights the radical liberalization of British commercial policy triggered by Prime Minister Sir Robert Peel's repeal of the Corn Laws in 1846. As trade tariffs were slashed and imperial commerce exploded in volume the Board of Customs was forced to adapt rapidly to unprecedented administrative logistical and legal challenges. Many of the orders in this volume are apparently unrecorded with no copies located on OCLC or Library Hub. unknown

1904réf. 150513Shanghai: Statistical Department of the Inspectorate General of Customs 1904. A Commissioner's record of four decades of the Chinese Maritime Customs Service First edition sole printing with a pleasing provenance of the Chinese Maritime Customs Service internal staff list for 1904 issued to the sinologist Charles Williams in his first year as an employee. Williams annotated this copy throughout his successful three-decade career to track the fortunes of Service colleagues. His signed armorial bookplate is to the front pastedown. Charles Alfred Speed Williams began working for the Service's revenue department in November 1903 at the junior level of Fourth Assistant. He rose to the rank of Acting Commissioner at the Lungchow station before retiring in late 1935. On leaving the service he was given the honorary rank of Commissioner. Williams' manuscript additions show that he maintained an evolving record of the careers of those who worked with him in the revenue department. He notes colleagues who reached the senior grade of Commissioner and their dates of compulsory retirement while he also records whether members of staff resigned retired or died in office. In line with his own interest in the Chinese language Williams also highlights those who attained the Service's highest grade of Chinese language proficiency. The Chinese Maritime Customs Service was founded in 1854 by Britain and other foreign powers to collect taxes on maritime trade for the Chinese government but its remit quickly expanded to include domestic customs administration the postal service waterway and harbour management and meteorology. These areas of responsibility inevitably overlapped with diplomatic and political issues making the Service one of the most powerful bureaucratic entities in the country. Between 1875 and 1948 the Service published an annual list containing basic information on all members of staff and their responsibilities. These volumes only ever distributed for internal use represent a valuable record of the Service's contributions to the economic and political history of modern China. Alongside his successful career in the Chinese customs bureaucracy Williams maintained a deep scholarly interest in Chinese history and culture. He is most well-known for Outlines of Chinese Symbolism and Art Motives: An Alphabetical Compendium of Antique Legends and Beliefs as Reflected in the Manners and Customs of the Chinese 1931 a work that went through multiple editions over several decades. In 1969 he published his autobiographical Chinese Tribute which recounts his colourful experiences working for the Maritime Customs Service. Quarto. Original brown pebble-grain cloth title to spine in gilt sides ruled in blind edges sprinkled red. A little rubbed and marked overall tips bumped with light wear edges slightly dusty offsetting to endpapers touch of foxing to contents else bright. A very good copy indeed. hardcover
