"By 1679 the persecution of ministers under the Clarendon Code was relentless. Dissenters were routinely fined jailed and accused of being anti-monarchical traitors. Baxter steps forward as the de facto lawyer for all ejected ministers. He explicitly outlines exactly why they cannot conform to the Church of England's oaths declarations and canonical laws. He systematically explains that their refusal to conform is not out of stubbornness or rebellion but out of a deep fear of sinning against God by taking false oaths. The book was an immediate political lightning rod. It infuriated high-church Anglicans and led to a wave of aggressive counter-pamphlets eventually causing the government to crack down on Baxter even further. A second part followed in 1680."
