Brandford Griffith / 1869" on a preliminary blank. Scattered foxing and light toning. A locally printed manual for the Barbados House of Assembly with the ownership inscription of William Brandford Griffith then both a member of the Assembly and the island's auditor-general. Griffith served in the Assembly from 1861 to 1874 and was appointed auditor-general in 1863; he subsequently held several other colonial offices before becoming governor of the Gold Coast in 1885. The rules numbered through 271 and accompanied by an extensive alphabetical index set out the conduct of the Assembly's public business. The index includes procedures for issuing election writs and returning the names of elected members to the governor and council together with the course to be followed when writs had not been executed. Although published well after emancipation these rules governed an Assembly whose electorate remained restricted by property qualifications. Free men of color had gained voting rights subject to those qualifications in 1831 and Samuel Jackman Prescod entered the Assembly in 1843. Planters and merchants nevertheless continued to dominate both the Assembly and the Legislative Council during the period in which Griffith served. Thick quarto photo album 25cm; full custom embossed brown goat with steel and faux pearl decorative elements owner's name Smith M. Weed to upper cover in gilt steel clasps one missing all edges gilt; title page printed in gilt followed by 25ll. stiff card stock to which are mounted a hundred and ninety-eight 198 cartes de visite some captioned in ink many signed by the subject and others still identified as "dead" in pencil. Leather rubbed and worn at corners with loss at spine head all but two of the photographic windows filled; overall About Very Good images all in bright and near fine condition. Photo album of the New York lawyer and politician Smith M. Weed 1833-1920 who served on the New York State Assembly from 1865 to 1867 in 1871 and from 1873 to 1874. This album probably dates from 1871 one of the years Smith served on the Assembly that coincided with John T. Hoffman the first man pictured here serving as governor of New York. It is perhaps significant that Weed does not identify Hoffman by name but simply lists him as the Governor of New York--Hoffman was implicated as being part of the Tammany Hall Tweed Ring against which Weed was an outspoken critic. His report in favor of repealing the Erie Classification Act came within a vote of breaking up the Tweed and Erie Rings for which he was "regarded as an enemy of the then party-controlling influence. He was brutally assaulted by the notorious James Irving then a power with the 'Ring'" Life Sketches of Government Officers of Members of the Legislature of the State of New York 1873. Perhaps needless to say but still disappointing that Irving's signed CDV is not among those present here. As well as members of the Legislature there are also CDVs of men in its orbit including the Canal Commissioner two prison inspectors the governor's private secretary the head doorkeeper and the assistant doorkeeper and three reporters for the New York Sun the Associate Press and the Argus. An interesting photographic record of New York state politics in the era of the Tweed Ring. Altemus & Co unknown

1829réf. elala1084np: 1829. 1829. 8vo. pp. 1 p.l. 3index 4-255. modern calf covers bit discoloured. The majority of the grievances were directed at the authoritarian regime of Lord Dalhousie as governor of Lower Canada and Governor-in-Chief of British North America 1820-28 when he was recalled. Included are grievances relating to Dalhousies establishment of a new Quebec Gazette his censure of Sir Francis Burton for having sanctioned a Bill of Supply his dismissal of militia officers and exercise of intimidation during elections his dismissal of justices of the peace and the unfair manner of jury selection. "Among other things the Montreal petitioners complained that contrary to the laws of England juries both grand and petty and both King's Bench and Quarter Sessions were being drawn exclusively from the town of Montreal rather than from the district at large. The committee chaired by Denis-Benjamin Viger concluded that this practice of jurors being "selected or as it were packed - summoned exclusively from among the inhabitants of a particular place or from a particular class - cannot be more compatible with liberty than it is with the rules of impartial justice. It is repugnant to every principle of our government and can only tend to the overthrow of the constitution of the country .The executive's control over the process of selecting juries became for the Patriotes yet another symbol of despotism and of the attempted exclusion of canadiens from their democratic rights given that they predominated in the countryside; a number of highly political jury trials for libel and sedition did nothing to help matters. The controversy only began to die down from 1830 when James Kempt ordered that jurors be drawn from the body of the district; the denouement came in 1832 when the legislature adopted a law regulating the qualification and selection of jurors " Donald Fyson Grand Juries Political Power And Citizenship In Quebec And Lower Canada 1764-1830 a paper for the 77th annual meeting of the Canadian Historical Association Ottawa May 1998TPL 1549.
