réf. 9946Melbourne 1914: Albert J Mullett Govt Printer. Pamphlet. The Parliament of the Commonwealth of Australia. The War - Temperance Measures in Russia. The Parliament of the Commonwealth of Australia The War - Temperance Measures in Russia: despatch from his Majesty's Ambassador at Petrograd enclosing a memorandum on the subject of the temperance measures adopted in Russia since the outbreak of the European War Melbourne : Albert J Mullett Government Printer for the State of Victoria. No 108 - F6748. Folio 340x210mm cream single leaf printed to both sides 2pp When World War I broke out in 1914 almost all of the participant countries including Russia restricted alcohol. Because of the policies noted here closing all liquor outlets and prohibiting the sale of alcohol until the end of the war Russia was able to put its armies in the field much quicker than Germany securing early victories on the Eastern Front. Although the Tsar had been seeking to reduce his empire's reliance on and addiction to vodka spurred on by the Government's absolute control for some centuries of vodka production and distribution for some time in September 1914 he effectively invoked prohibition; making Russia the first prohibition country in the world five years early than the USA. Some scholars now contend that this prohibition and its economic consequences was one of the main causes contributing to the Russian Revolution. Prohibition of State controlled Vodka continued until Stalin came to power in 1924. The recipient Sir Edward Grey was the British Foreign Secretary. Why he forwarded it to the Australian Parliament or why it was published in 1915 is unclear; howeverduring World War I temperance and patriotism had become firmly welded together in the public's mind due to increased activism by the temperance movement. In 1915 there was a significant debate about temperance and its importance to the war effort. Bipartisan political and religious support meant that temperance measures but not prohibition were enacted throughout Australia such as early closing hours to 'preserve the empire' and 'support the troops'. An intriguing insight into the confluence of war and prohibition. A fine copy. § Trove records 1 holding. Only 950 copies were produced. Albert J Mullett, Govt Printer unknown

1978réf. 89135Melbourne Victoria Australia: Christie Manson & Woods Australia Limited Christie's 1978. Presumed First Edition First printing. Wraps. Very good. The format is approximately 7.25 by 9.5 inches. 71 1 pages. Laid in is an Additional Lots listing bid sheets and after the auction results. The commercialization and global expansion of Christie’s and Sotheby’s post-World War II laid the foundation for many methods and practices adopted in art auctions in Australia particularly after the arrival of Christie’s in 1969. The key figure in establishing an Australian branch of Christie's was the Australian-born William Spowers who essentially co-founded it with Len Voss Smith in April 1969. Spowers had been educated at Geelong Grammar in Victoria and joined the Army in 1942 transferring to the British Army the following year. While serving in the army overseas he subsidized his pay by buying books and manuscripts and selling them in London. This is how he first encountered Christie's which he joined after leaving the Grenadier Guards in 1960. In 1970 he was Director of the Department of Books and Manuscripts at Christie's in London as well as a Director of Christie's Australian branch. Spowers had close family ties with Australia and his relationship with his godfather the then Governor-General Lord Casey was instrumental in the appointment of Christie's initial Australian representatives; Sue Hewitt and Joan McClelland were approached on the recommendation of Casey’s wife after Spowers consulted her. Spowers believed that a Sydney branch of Christie's could provide a service to Australian collectors by securing Australiana Australian art books and manuscripts in Europe and auctioning them directly in an Australian saleroom. Harold Jack Finnis 1889-1980 administrator was born on 29 August 1889 at Parkside Adelaide. Educated at Malvern Grammar and Unley Public schools and at Muirden College for Business Training in 1905 Harold entered the State public service. In 1911 Finnis had moved from the Produce Department to the Agriculture Department; four years later he was assistant-secretary to the Advisory Board of Agriculture librarian and editor of the Journal of Agriculture; by 1921 he was secretary to the board. The work of the board grew and he claimed responsibility for two innovations: the establishment of women's branches 1917 and a press news service. In 1925 he was appointed secretary of the Royal Agricultural and Horticultural Society of South Australia. Next year he directed his first show at Wayville. As secretary until 1955 and director-secretary 1955-59 the 'unflappable' Finnis presided efficiently and firmly over increasingly larger and more complicated annual shows rising attendances the construction of buildings new uses for the grounds and to some extent also over his governing council. He was appointed M.B.E. in 1939. During World War II the showgrounds were used for defense purposes. From 1940 to 1946 Finnis was secretary of the Business Administration Committee which reported to the Department of Defence Co-ordination. In 1947 he resumed his administration of the R.A.H.S.S.A.'s affairs oversaw the restoration of buildings and grounds and despite continuing austerity held the first postwar show. His personal qualities 'contributed towards the marked progress' of the organization. With his work on the Libraries Board of South Australia 1942-74 and the board of commissioners of the National Park 1943-63 his civic service became more varied and demanding. He was a governor 1947-69 of the Adelaide Botanic Garden a council-member 1950-75 and president 1950-53 of the State branch of the Royal Geographical Society of Australasia president 1957-68 of the Pioneers' Association of South Australia and chairman 1961-75 of the State working party of the Australian Dictionary of Biography. As office-bearer member or founder he was associated with numerous other organizations and became known as 'Adelaide's busiest man'. A commanding figure over six feet tall Finnis had a no-nonsense time-saving manner. Gardening and collecting Australiana were lifelong interests; he also found time for historical research and gave talks and published papers on his findings. From 1952 to 1963 the British government with the permission of the Australian government conducted a series of nuclear weapons development tests in Australia. The testing occurred at Maralinga; Montebello Islands and Emu Field. The tests included major trials described as detonation of nuclear devices and minor trials were investigating the performance of various components of a nuclear device. In total 12 atomic detonations of nuclear devices occurred. This included: three at the Montebello Islands; two at Emu fields; and seven at Maralinga. These atomic detonations dispersed radioactive material into the environment. At Maralinga and Emu the nuclear devices were detonated from ground level and at higher altitudes. The resulting radioactivity has decayed to levels where the radiation dose contribution is indistinguishable from that of natural radiation background levels. The minor trials consisted of investigating the performance of components and safety of the nuclear devices. At Emu Field minor trials involved the testing and experimentation of various radioactive materials an essential process in nuclear weapon detonation. At Maralinga the minor trials resulted in the burning and explosive dispersal of radioactive materials some with long half-lives using conventional high explosives. The radioactive contamination occurred over smaller areas but at higher levels when the radioactive materials settled on the ground surface. A royal commission into British nuclear tests in Australia found that significant radiological hazards remained at many of the Maralinga test sites. A rehabilitation project was successfully implemented between 1995 and 2000 to rehabilitate the former nuclear test sites at Maralinga. In 2009 the test site land was returned to traditional owners. The Rehabilitation of Former Nuclear Test Sites at Emu and Maralinga Australia 2003 Report-also known as the MARTAC report-contains a brief history of Maralinga and a thorough report on the Maralinga Rehabilitation Project. Chapters 1 to 3 covers the: site's characteristics especially the aspects that influenced the nature of the contamination safety of the remedial measures permanency of solutions parameters of an Aboriginal outstation lifestyle extent and nature of the contamination at the start of the program UK testing program financial administrative and organizational arrangements that allowed the project to be implemented on behalf of the Commonwealth Chapters 3 to 5 describe the: work that was planned how it was done and its outcomes and occupational and public health consequences comparisons between the corrective measures applied and the scope of work outcomes achieved of the rehabilitation program focusing on quality assurance Chapter 6 includes: discussion of land and environment management issues that the new owners and occupiers of the Maralinga Lands must address experiences to be drawn from the project.
