In particular, the migration of the masses in economic deprivation and its continuation to the target country cause social exclusion of the migrant people.

Grazie al suo legame con eminenti pensatori della fine dell'età vittoriana e alla posizione autonoma occupata nella Fabian Society, Potter elabora un socialismo come scienza della civiltà. Uno degli scopi di questo volume è mostrare l'originalità della sua riflessione, finora considerata come un apporto tutto sommato minore all'opera del marito Sidney Webb. La sua vicenda biografica rappresenta una parte essenziale della storia del pensiero politico inglese ed europeo e pone questioni che in forme diverse continuano a interrogare il nostro tempo: il governo della povertà, la ristrutturazione dello Stato e il significato reale della democrazia.
