Eugenio de Fraja Frangipane è stato professore presso il Politecnico di Milano e corsi di aggiornamento post-laurea in diverse università straniere. Ha promosso e diretto numerosi programmi di ricerca sull'inquinamento atmosferico, su vari corpi idrici (i fiumi Olona e Ticino, i laghi d'Orta e Varese e le lagune di Venezia e Orbetello) e sul trattamento e smaltimento dei rifiuti solidi. È autore di oltre 100 articoli pubblicati su riviste scientifiche e tecniche italiane e straniere. Ha fondato e dirige le riviste Ingegneria Ambientale e RS – Rifiuti Solidi. Ha presieduto associazioni italiane e internazionali del settore (ANDIS, ISWA) ed è tra i fondatori del Club Europeo per i rifiuti. Come esperto di igiene ambientale dell'OMS è stato chiamato a partecipare a gruppi di studio e missioni in Siria, India e Grecia. Ha collaborato con l'Istituto Italo-Latino Americano per programmi di formazione e ricerca nel settore ambientale, progetti di trattamento di reflui urbani ed industriali così come di sistemi di controllo dell'inquinamento atmosferico, di impianti di depurazione di effluenti gassosi, studi di impatto ambientale. Dopo la decisione del Ministero dell'ambiente di individuare e registrare alcune zone come "aree ad alto rischio di crisi ambientale", si è aperto un dibattito su specifici piani globali di risanamento. Rispetto ad altre situazioni di degrado, come l'alluvione in Valtellina o le zone terremotate, le aree ad alto rischio ambientale procurato da attività industriali si distribuiscono in tutto il territorio nazionale, soprattutto nelle fasce costiere, e coinvolgono una quantità assai rilevante di popolazione. Non solo, ma la loro caratteristica dominante è la presenza di comparti industriali obsoleti, come vecchie concentrazioni chimiche, petrolchimiche e siderurgiche, figlie di quella programmazione, degli anni '70, che vedeva nella formazione dei grandi poli industriali la condizione base per un miglioramento economico, soprattutto nel Sud. Il volume, basandosi sullo studio di molti casi, anche stranieri, propone una metodologia di lavoro, in grado di affrontare la pianificazione delle aree a rischio, partendo dalla definizione di alcuni principi teorici, dall'individuazione di fasi analitiche operative alle applicazioni di tecniche di calcolo della vulnerabilità e di livello di bonifica dei suoli. In Italia, come in altri paesi industrializzati, tre abitanti su quattro muoiono a causa di malattie cardiovascolari o tumorali che dipendono principalmente dallo stile di vita o dall'inquinamento ambientale. 1981150 pages. Abstract as follows: "The vegetation of the Vernon map sheet area is diverse in response to variation in climate and site conditions. The diversity of the plant cover is characterized by vegetation types. The vegetation of the area is characterized by two Regions: the Dry Interior and Interior Wet Belt Regions. Within each region, patterns of zones (climactic climax potential) and subzones (successional patterns) are recognized. A standard reconnaissance vegetation survey was implemented and 290 vegetation plots were located. Computer analysis of the plots resulted in the identification of forty-five vegetation types, representing seral and climax vegetation in the Dry Interior and Interior Wet Belt Regions.
