Ouvrage rigoureux et bien documenté sur l'histoire des institutions politiques et administratives françaises et leur origine dans la Gaule et la colonisation romaine. D'importantes recherches concernent la fiscalité.L'auteur était titulaire de la chaire d'Hébreu au Collège de France. En 1771, il fut nommé historiographe de France et participa, en 1788, à la seconde Assemblée des notables à Versailles.Marges inférieures de 2 feuillets plus courtes sans atteinte au texte (p.189-191).(Brunet, 24035.
