Council On Foreign Relations; Bowman, Isaiah
STUDIES OF AMERICAN INTERESTS IN THE WAR AND THE PEACE : TERRITORIAL SERIES. SUBJECT: REFUGEE SETTLEMENT
1st Edition. Stated, "Preliminary Memorandum: First Draft. " Original Wrappers. 4to. 4 pages ; 28 cm. "Strictly Confidential. " A Memorandum for Discussion on refugee settlement. Prepared by Isaiah Bowman, a notoriously anti-Semitic academic (and then-president of Johns-Hopkins University) who was for the Fourth Meeting of the Territorial Group, May 20th 1940. "If Germany wins, she will wish to keep all the population that she controls, for population means power, with the exception perhaps of the Jewish elements. In the matter of Jewish refugees it is even possible that she may reverse her policy (if she wins) because of the use she would desire to make of the abilities of part of this group. " "Isaiah Bowman (1878 1950) was an American geographer and President of the Johns Hopkins University In 1939 Roosevelt appointed Bowman to lead a search for an appropriate refuge for Jewish emigrants from Europe. Bowman's team looked for uninhabited or sparsely settled land on five continents, but not in the US. Bowman's opposition to accepting Jewish refugees stemmed from his deep antisemitism. At the Johns Hopkins University, he established an anti-Jewish admissions quota in 1945, just as other leading universities were dismantling their quota systems, on grounds that Jews were an alien threat to American culture Before and during World War II he served on the Council of Foreign Relations' War and Peace Studies project as chairman of its territorial group. " (Wikiepdia, 2017) SUBJECT(S) : World War, 1939-1945 -- Territorial questions. Ex-library with stamp on Wrappers. Slight wear to front wrapper and minor toning. Overall very good- condition. Cras, Henry Constantin
LA SAGESSE DU SOUVERAIN DANS LES MOYENS DE RENDRE LE COMMERCE FLORISSANT
First edition. Blue paper wrappers. 8vo. 4, 84 pages, 22 cm. In French. Title translates to The Wisdom of the Sovereign in Finding Ways to Establish a Flourishing Trade. Title in red and black and with engraved vignette. The author describes here the economies of different countries during the course of various eras. He posits that freedom of religion is one of the prerequisites for creating a prosperous national economy, examples of failure in that regard is France- who drove out the Huguenots and Spain and Portugal who expelled the Jews. Certainly the Inquisition is blind, superstitious and cruel for pushing the Jews to desert Portugal and Spain - [eventually] bringing them to Amsterdam, where wise-men welcomed them with kindness. There, the [Jews] encouraged flourishing trade practices which they spread around the world, while in Spain and Portugal [trade] collapsed. That is why in order to populate our provinces and have them grow prosperous, our wiser nations should welcome the stranger
and let all freely practice his religion (p. 16) . A copy sold at auction for USD 984 in 2016. Significant dampstaining and edgewear. Minimal pencil markings that do not affect text. Later tiny photo of a house added to title page. Good condition. (FR-3-5)

Cloth; 8vo. Xi, 352 pages. Frontispiece photograph of author. Illustrated with photographs and diagrams. Last page is map showing German prisoner of war camps. The author was Head of Escape Intelligence at Stalag Luft III and after the war was asked by the Air Ministry Historical Branch to write the history of RAF escapes for Service use only and they permitted this abbreviated account to be published. Of all the prisoners of war held by the Germans during World War Two, only 30 managed their way to Britain or a neutral country.
