Son of Rear-Admiral Sir Charles Douglas, Sir Howard Douglas (1776-1861) enjoyed a distinguished military career and developed a well-earned reputation for enquiry and innovation. By 1811 he had perfected and patented 'Douglas's reflecting circle'; in 1816 he published an important study of military bridges and in 1819 a treatise on Carnot's system of fortification. He then turned his attention to naval matters and produced the first edition of his famous volume on naval gunnery in 1820. It is a comprehensive study covering theoretical, practical and tactical aspects and its impact was significant. Its success, both at home and in translation, led eventually to the establsihment of 'H.M.S. Excellent' as a gunnery training school.

Engraved aquatint measuring approx. 6.75 x 9.00 ins (17.25 x 22.75 cms), tastefully coloured in wash by hand, in mulberry bevel-cut mount, some very light age-marking, a bright, clean copy. This engraving was prepared by Lodge, published on 1 October 1782 by J. Fielding of Paternoster Row, J. Sewell of Cornhill and J. Debrett of Piccadilly, and issued with the September 1782 number of the 'European Magazine'. It depicts the Rock from the Spanish town of La Linea with the Spanish troops encamped and deployed in the foreground. The English fleet appears in the middle distance with Gibraltar and its fortifications in the backgound. SCARCE, ESPECIALLY IN THIS CONDITION.

Admiral Sir John Dalrymple Hay (1821-1912) served in no fewer than twenty-three ships of the Royal Navy, from Thalia in 1834 to Indus in 1859, during which period he visited South America, the Pacific, the Near and Middle East, India, China, North America and the West Indies among other regions. He entered parliament in Palmerston's last government and was appointed to the Board of Admiralty in 1866. Following his retirement from the navy he continued active is a wide range of official and administrative roles. Curiously, this detailed and very readable autobiography remains the only substantial account of his career. Appendices include a genealogy, transcriptions of various maritime-related bills and papers, and his famous letter promoting the necessity for corporal punishment during wartime. This is the Act of Parliament formally incorporating the Seaman's Hospital Society, establishing and naming its first governors and prescribing its powers and scope of operations. By way of context its military equivalent, the Royal Hospital at Chelsea, was founded in 1692. The world's first charitable society for the relief of distressed seamen was established in London in March 1821. Initially it aimed to cater for those in the Port of London ('who at that time were very numerous in the Metropolis') and, fittingly for the world's leading maritime nation, did not differentiate on nationality or any other grounds other than disability and hardship. The motivating principles seem to have been partly public gratitude in the aftermath of the Napoleonic wars, in which the Royal Navy in particular had played a fundamental role in achieving victory, and partly increased recognition of the helplessness of private seamen and the strength of their cause. The society was supported entirely by donations, subscriptions and legacies, and by the loan by government of a hospital ship (HMS Dreadnought) moored at Greenwich. In its first twelve years the society provided relief and support to upwards of twenty-three thousand sick and distressed seamen, 'many of whom might otherwise have perished'. With the case clearly made it was time for a more formal and robust body with increased remit and governance; accordingly the Seaman's Hospital Society was given royal assent on 6 May 1833. Its significant extra powers included the rights to possess property, receive bequests, purchase lands and canvass donations; most important of all it was granted 'perpetual succession'. The original HMS Dreadnought continued in use until 1870 when the Admiralty made available at nominal rent the infirmary at Greenwich where the 'Dreadnought' hospital continues to this day. AN ACT OF FUNDAMENTAL IMPORTANCE TO THE WELFARE AND WELL-BEING OF SEAMEN IN BRITAIN, AND A SIGNIFICANT DEVELOPMENT IN BRITISH MARITIME HISTORY. VERY SCARCE, ESPECIALLY IN THIS CONDITION.
