Freedom of the press was proclaimed for the first time in Spain during the struggle for independence against Napoleon. In 1810 the underground Spanish parliament Cortes in Cadiz voted for freedom of the press and in 1812 they passed the liberal constitution which included a provision for freedom of the press for Spain and all her colonies. The new constitution removed prior restraint and licensing but left room for regulation including the requirement that printers post bonds that would be forfeited if they violated regulations. Even that much freedom was more than Mexican colonial authorities could tolerate. The New Spain viceroy wanted to suspend the freedom of the press. unknown‎

Quelques lignes auraient été les bienvenues pour situer ceux dont la renommée ne dépasse pas un cercle d'initiés, ainsi de Paul Bonnetain ou Vigne d'Octon qui se trouvent en fort bonne compagnie près de Chateaubriand, de Gobineau ou de Tocqueville ; il n'aurait pas été inutile de savoir comment ils s'étaient trouvés engagés personnellement dans la vie coloniale, autant que Loti ou Rimbaud..." (Paule Brasseur, Revue française d'histoire d'Outre-Mer, 1985) — "Tout avait été déjà dit sur la réalité coloniale, si l'on en juge par les textes et les témoignages que Nicole Priollaud a réunis dans “la France colonisatrice”, préfacé par Patrice de Beer. À la lecture de cette anthologie, on a le curieux sentiment d'avoir été joué, d'assister à un débat récent dont l'essentiel aurait été prononcé au siècle dernier. L'histoire n'aurait-elle que bégayé ? L'anthologie, en tout cas, révèle une large connivence entre gens de tous bords sur la nécessité coloniale. Le regard fixé sur l'Angleterre ou l'Allemagne, les uns estiment que l'expansion outre-mer est indispensable à la grandeur et à la gloire de la France, les autres, qu'elle apportera les bienfaits de la civilisation. Lamartine, en 1834 déjà, prévient ses contemporains qu'abandonner Alger "ce serait trahir la providence, qui nous a fait ses instruments dans la conquête la plus juste peut-être qu'une nation ait jamais accomplie ; ce serait mépriser le sang de ces braves que nous avons sacrifiés dans cet assaut donné à la barbarie..." Cinquante ans après, s'adressant à ceux qui dénigrent l'intervention en Indochine, Paul Bonnetain coupera court à toute interrogation : le caractère "inéluctable" de l'"expansion transocéanienne" est "scientifiquement démontré". La colonisation, surtout en Algérie, n'est pas toujours une partie de plaisir. Parce que Abd-el-Kader dame le pion aux troupes françaises, Stendhal, fidèle à lui-même, regrette ces "jeunes généraux de l'armée d'Italie". Tocqueville (1841), l'esprit plus diplomatique que jamais, déplore que toutes les alliances locales aient "amené la destruction ou la diminution de ceux qui mettaient en nous leur confiance". Comme on nous le répètera plus tard, Paris ne se préoccupe pas assez de ses colonies, laisse trop le colon agir à sa guise ; ce colon, dit Maupassant (1881), qui "ne voit dans l'Arabe que l'ennemi à qui il faut disputer la terre". C'était justement ce que préconisait Louis Veuillot à Guizot, en 1841, avec l'immigration d'Européens et l'installation de "villages défensifs et agricoles". Veuillot se propose de négocier avec des "catholiques suisses". Il importe, en effet, que "la croix ne s'élève pas en vain sur cette terre infidèle". Le spectacle que donne la population européenne d'Alger, "qui vit de la paie, du sang, et, il faut bien le dire, des débauches de l'armée", attriste l'âme de l'écrivain catholique..."
