Verso does not list an ISBN for a hardcover version. The Balkan Wars consisted of two conflicts that took place in the Balkan Peninsula in south-eastern Europe in 1912 and 1913. Four Balkan states defeated the Ottoman Empire in the first war; one of the four Bulgaria suffered defeat in the second war. The Ottoman Empire lost the bulk of its territory in Europe. Austria-Hungary although not a combatant became relatively weaker as a much enlarged Serbia pushed for union of the South Slavic peoples. The war set the stage for the Balkan crisis of 1914 and thus served as a "prelude to the First World War". While most people know that an assassination in Sarajevo lit die fuse to the explosion of World War I few outside academia care to examine the ensuing tangle of wars disputes and massacres in the Balkans in the years before the murder of Archduke Franz Ferdinand. The latest Balkan crisis by not going away numbs us as it did past generations. The Carnegie Endowment inquiry a reprint from 1913 with a new introductory essay by George Kennan tells us why we should pay attention more than ever. Eighty years ago members from the leading powers tried to draw some lessons from the Balkans. In 1912 and 1913 newspaper reports of the fighting between the Turks Serbs Bulgarians and Greeks described atrocities that horrified readers in Europe and the United States. The gradual contraction of the Ottoman Empire in the nineteenth century had led to the creation of new states in the Balkans. In 1912 a coalition comprised of Greece Serbia Montenegro and Bulgaria fought a successful war against the moribund Turks. Immediately afterward the victorious Serbs and Bulgarians fought a second war between themselves for possession of Montenegro. The fighting possessed the same qualities as the Balkan war today. Ethnic nationalism combined with religion ran rampant. Gangs of armed men murdered or displaced civilians whose beliefs and background failed to coincide with their own. The second war ended in the defeat of the Bulgarians in August 1913. When the commission completed its report the Serbs had gone on to fight the Albanians and by the following year the Serbs struggle with Austria had spread throughout Europe. From the Balkan atrocities came a novel enterprise: a commission of independent scholars journalists and administrators set out to examine in detail the causes and effects of the fighting. The undertaking was paid for by the Carnegie Endowment for Peace created in 1910. The commission which spent two months collecting evidence in the region was composed of a Russian parliamentarian law professors from Germany and Austria two British journalists an American professor from Columbia University and a member of the French Chamber of Deputies. It was led by another French parliamentarian Baron d'Estournelles de Constant a pacifist who had spent time in the Balkans. The fruit of the commission's inquiry appeared six months before the outbreak of World War I. The Carnegie report provides carefully drawn-up evidence of rapes beatings burnings disembowelment and casual mass murder of civilians and unarmed soldiers frequently exaggerated by the aggrieved and almost always indignantly and unconvincingly denied by the accused. ‎Wie wurde der Balkan von westeuropäischen Reisenden und Experten von der Mitte des 16. bis zum späten 20. Jahrhundert wahrgenommen? Viele von ihnen verstanden die Region als Teil Asiens und trachteten dementsprechend danach, die Zeitgenossen über die dort herrschenden "exotischen" - "seltsamen" und "primitiven" Sitten zu informieren. Bozidar Jezernik untersucht über tausend Originalberichte und vergleicht Schilderungen in einem Zeitraum von beinahe einem halben Jahrtausend. Dabei kommt er zu dem Schluss, dass die über die Jahrhunderte tradierten Eindrücke in vielerlei Hinsicht mehr über Westeuropa aussagen als über die bereisten Länder und Völker.‎

‎* Erste u. einzige Ausgabe ! ----- Edvard Kardelj (* 27. Januar 1910 in Ljubljana, Österreich-Ungarn; ? 10. Februar 1979 ebenda) war ein jugoslawischer kommunistischer Theoretiker und in den 1950er und 1960er Jahren einer der führenden Politiker Jugoslawiens. Kardelj wurde 1910 als Sohn eines Eisenbahnarbeiters in Ljubljana geboren. Er arbeitete zuerst als Lehrer und trat 1928 in die Kommunistische Partei Jugoslawiens ein. Aufgrund seiner politischen Aktivitäten in der Kommunistischen Jugend Jugoslawiens wurde er polizeilich gesucht, weshalb er sich zwischen 1934 und 1937 im sowjetischen Exil befand. 1940 wurde er Politbüromitglied und ging während des Krieges in den Untergrund. Im April 1941 war Kardelj Mitbegründer der Antiimperialistischen Front, der Widerstandsbewegung der Slowenen gegen die deutschen, italienischen und ungarischen Besatzer. Kardelj sorgte mit dafür, dass die slowenische Befreiungsfront im Sommer desselben Jahres ein Bündnis mit Titos Partisanenbewegung einging und gehörte z. B. neben Milovan Ðilas zum innersten Zirkel der Widerstandsbewegung. Er wurde Mitglied von Titos Interimsregierung und hatte die Stellung eines Vize-Premierministers inne. Depesche von Kardelj vom 25. Juni 1945, in der er den Präsidenten der slowenischen Regierung Boris Kidric auffordert, die Tötungen der Gefangenen zu beschleunigen. Unmittelbar nach dem Krieg war Kardelj führend an den jugoslawischen Verbrechen an den ehemaligen Kriegsgegnern beteiligt (siehe Massaker von Bleiburg und Tragödie von Viktring). In einer Depesche vom 25. Juni 1945 forderte Kardelj den Präsidenten der slowenischen Regierung Boris Kidric auf, die Tötungen zu beschleunigen, bevor die Gefangenen Amnestie beantragen: ?Najkasneje v teku treh tednov bodo razpu?cena sodi?ca nacionalne casti, vojna sodi?ca bodo sodila samo vojnim osebam, vse drugo bodo prevzela redna sodi?ca. Progla?ena bo nova amnestija. Nimate torej nobenega razloga biti tako pocasni v ci?cenju kot doslej.? ?Spätestens in drei Wochen werden die nationalen Ehrengerichte aufgelöst, die Kriegsgerichte verurteilen nur Militärangehörige, alles andere wird von den ordentlichen Gerichten übernommen. Eine neue Amnestie wird angekündigt. Ihr habt also keinen Grund, bei der Säuberung so langsam vorzugehen wie bisher.? Als jugoslawischer Außenminister (1948?1953) und führender Theoretiker der Kommunistischen Partei Jugoslawiens (ab 1952 ?Bund der Kommunisten Jugoslawiens?) war er unmittelbar am Stalin-Tito-Bruch beteiligt. Er hielt zwischenzeitlich einige hohe Positionen in der Politik, bspw. war er von 1963 bis 1967 Parlamentspräsident. Lange Zeit wurde Edvard Kardelj vor allem im westlichen Ausland als wahrscheinlicher Nachfolger Titos gehandelt. Sein vorzeitiger Tod 1979, ein Jahr vor Titos Ableben, beendete solche Spekulationen. Tätigkeit als Theoretiker: In den frühen 1950er Jahren entwickelte das realsozialistische Jugoslawien nach dem vorausgegangenen Tito-Stalin-Bruch ein von den bisherigen Vorgaben des Marxismus-Leninismus unabhängiges Wirtschaftssystem. Der liberaler ausgelegte Ansatz sollte, statt einer hochzentralisierten Planwirtschaft, auf demokratischer Arbeiterselbstverwaltung innerhalb der einzelnen Betriebe beruhen. Die Entwicklung dieses Systems begann Kardelj zunächst gemeinsam mit Milovan Ðilas und Vladimir Bakaric und stieg im Anschluss besonders nach der Absetzung des Ersteren zum maßgeblichen Theoretiker des Titoismus auf. Kardelj gilt weiterhin als einer der Hauptautoren der jugoslawischen Verfassung von 1974, die die politische Entscheidungsgewalt von der Hauptstadt Belgrad in die einzelnen Teilrepubliken dezentralisierte. Der jugoslawische Theoretiker wird bis heute häufig als engagiertester Treiber demokratischer Reformen innerhalb des Bundes der Kommunisten bezeichnet. Entgegen dem sowjetischen Wirtschafts- und Gesellschaftsmodell zielte das Modell der Arbeiterselbstverwaltung in seinen Ursprüngen auf die Überwindung des Nationalstaates ab.(Quelle Wikipedia)‎
