Quest'ultimo, concepito tradizionalmente come il soggetto portatore esclusivo della sovranità, vede come colpita questa sua qualità. Gli elementi di accentramento si presentano sempre più subordinati e serventi nei confronti delle forme di decentramento. La supremazia dell'amministrazione scolora, rispetto alla volontà dei privati. Il settore della giustizia tende sempre più ad autonomizzarsi, per affermare garanzie di imparzialità diverse dalla supremazia e terzietà dello stato. Molti tipi di rapporti privati pretendono di superare i propri limiti tradizionali, presentandosi come espressione di interessi, certo ancora privati, ma a rilevanza pubblica. Sul piano ultrastatale le varie forme di limitazione della sovranità internazionale degli stati, il sorgere di comunità di stati sulla base non della sovranità, ma di elementi e principi pattizi, confermano i profondi mutamenti che sono intervenuti nella definizione della statualità.

Qui Maurice Blanchot affronta di petto le questioni primarie della scrittura: l'oscura esigenza di scrivere e la morte a cui è condannato ogni autore - quella cui si consegnò Blanchot stesso -; l'antica necessità di mettere l'infinito in una parola e la lotta contro il demone della vocazione; l'incontro con l'immaginario e lo scontro con le leggi segrete del racconto; la metamorfosi del tempo in spazio narrativo e l'insufficienza del linguaggio; il dolore della lettura e l'incomunicabilità della critica letteraria. Soprattutto affronta la domanda ineludibile: dove va la letteratura? Blanchot prova a immaginare la morte dell'ultimo scrittore, col quale sparirebbe il piccolo mistero della scrittura. Non è improbabile: l'era senza parola è già stata e sarà ancora realtà. Un'epoca in cui non solo non esisteranno nuove opere, ma sarà vieppiù impossibile rifugiarsi nelle antiche, perché i signori di quel tempo decreteranno il rogo della Biblioteca di Alessandria, di tutti i libri e di tutti i saperi. Allora l'arte sarà morta, e sorgerà una nuova dittatura. Oppure verrà il Libro: quello premeditato da Mallarmé nel 1866, che Blanchot descrive come un libro a più facce - una rivolta verso il Nulla, un'altra verso la Bellezza. Un libro senza autore, impersonale. Un libro assente, che poggia sul riconoscimento dell'irrealtà, che non sussiste davvero, non si può tenere in mano: un passato inconsumato e un avvenire impossibile. Un libro senza lettore. Raccolta di brevi saggi pubblicati a partire dal 1953 sulla Nouvelle Revue Franoise sotto il titolo «Recherches» e apparsi in volume nel 1959, "Il libro a venire" è fedele alla propria ispirazione originaria: mantenere aperta la ricerca in quel territorio in cui trovare è mostrare tracce e non inventare prove. Frutto dell'età aurea della letteratura, della critica e della filosofia francesi del Dopoguerra, è un'opera che sa nominare l'innominabile, dotata di una forza che supera passaggi di secolo, mutamenti sociali e tecnologici, declino delle arti.
