The official government decree establishing a program of smallpox vaccination in the Napoleonic Empire's Illyrian provinces encompassing what is now Croatia Slovenia Gorizia and parts of Austria. The Napoleonic smallpox vaccination program which extended throughout the Empire was the most significant public health measure undertaken by Napoleon's government. "The Napoleonic authorities created the vaccination system including the laws administration and personnel designed to enforce the vaccination policy . . . They proclaimed decrees dispatched numerous letters inducing and promoting vaccination at the local level exerted efforts to overcome resistance and educate the public turned clergy into civil servants in order to convince people to follow the law gathered statistical information on vaccination performance and took measures to isolate cases of smallpox and prevent the disease from spreading" Grab. The elements of the Illyrian program are set out in the present government document signed by an official at the Governor-General's palace in Laybach modern-day Ljubljana. As noted in the document's opening paragraph the Napoleonic government's intention was to wipe out smallpox entirely-"il importe d'adopter des mesures générales pour prévenir les ravages occassionés par la petite verole et parvenir à l'extinction de cette maladie par la vaccination"-a laudable goal that would not be reached until the latter half of the 20th century. Étant donné son cadrage et sa proximité, ce portrait mortuaire a sans doute été effectué par un proche de Pasteur; il ne s'agit pas d'une prise de vue officielle. Louis Pasteur, né le 27 décembre 1822, meurt le 28 septembre 1895 à 16h40 à Villeneuve-l'Étang, dans l'annexe dite « de Garches » de l'Institut Pasteur, où il s'installait souvent l'été. Sa chambre y est toujours conservée. Des funérailles nationales lui sont réservées le 5 octobre suivant, au cours desquelles son corps, préalablement embaumé, est déposé dans la crypte de Notre-Dame de Paris. En 1896, à la demande de son épouse, son corps fut placé dans la crypte de l'Institut où il repose au milieu de ses disciples. Un masque mortuaire est visible dans la crypte. Un négatif sur plaque de verre montrant la chambre mortuaire prise en 1926 est conservé au Département Estampes et photographie à la BnF (8/5/26, la chambre mortuaire de Pasteur à Garches : photographie de presse / Agence Rol.) Un cliché mortuaire montrant Pasteur sur son lit de mort en présence de ses petits enfants a été publié en 1956 par sa petite-fille Camille: Pasteur Vallery-Radot, Images de la vie et de l'oeuvre, p. 158 (document photographique provenant de la collection Pasteur Vallery-Radot). Le carton sur lequel est contrecollé le portrait de Pasteur porte un fin liseret rouge d'encadrement, le bord supérieur du tirage est accidenté. [faux-titre/imprimeur, titre]-VIII [table, préface]-235-(1) pp. L’auteur (Paris, 1821-Neuilly-sur-Seine, 1883), réfute, entre autres, les statistiques « antivax » données par Armand Bayard et Hector CARNOT (Paris, 1855 et 1857), dont le principe était erroné. Sans oublier VILLETTE de TERZÉ (voir infra, n° MED 085-2), lequel cite longuement VERDÉ-DELISLE (ci-dessous MED 031-2). Bertillon était médecin, sa thèse sur l’hygiène et la durée de vie fut soutenue en 1852 ; il exerçait à Montmorency, « campagne » huppée, dans laquelle Jean-Jacques Rousseau s’était installé en décembre 1757… Villette , bardé de ses titres aussi éminents que ronflants : fondateur de l’Ecole de Médecine mexicaine, Correspondant des Acad. de Méd. de la Nouvelle-Orléans et de Cadix, chirurgien major de la Garde Nationale du département de la Seine, et, Chevalier de la Légion d’Honneur, de l’Ordre royal de Charles III d’Espagne et du Christ de Portugal…. dénigrera, de manière insidieuse, le petit « provincial ». Le grand Bertillon, cofondateur de l’Ecole d’anthropologie de Paris, était un célèbre statisticien et démographe. Villette passera à la trappe, à moins qu’il ne s’y soit retiré.
MED 031-2- [« ANTIVAX »]-VERDÉ-DELISLE (Docteur Henri) : De la dégénérescence physique et morale de l’espèce humaine déterminée par le vaccin. [note *] Paris, Charpentier, Libraire-Editeur, 1855. VIII [faux-titre, titre, préface)-256pp. A partir du constat suivant : « L’espèce humaine dégénère : aux puissantes races des siècles passés a succédé une génération petite, maigre, chauve, myope (…)[à] l’esprit pauvre. LA CAUSE UNIQUE, C'EST LA VACCINE » (pp. V-VI), responsable de toutes les maladies : typhoïde, phtisie, paralysie des membres, aliénation mentale, etc. (table, p. 254). Il faut savoir que LA VARIOLE N’EST PAS UNE MALADIE, « elle provient d’un germe inné, elle est une crise naturelle inévitable » (p.218) : « Il n’y a point d’antidote à la petite vérole, il ne peut y en avoir, gardons nous surtout du préservatif [le vaccin] mille fois plus dangereux que le prétendu mal dont il préserve. Si nous tenons à atténuer LA CRISE QUE LE CRÉATEUR NOUS IMPOSE (…) revenons à l’inoculation » (p.247). « Il faut obtenir du gouvernement la suppression de cette contrainte [la vaccination] digne des temps barbares, qui livre d’autorité au vaccin tous les enfants, (…) qui met la loi (…) au dessus de la conscience et du droit paternel » (p.250). Un vœu pieux : « Si nous pouvons seulement obtenir le libre- arbitre sur ce point », en se battant d’arrache-pied contre « la routine épaisse, la mauvaise foi, l’inintelligence. FIN » (p.251). Ce récit très moderniste a été écrit plus d’un demi-siècle après la découverte de Jenner… Il faudra près de deux siècles pour qu’en 1980, la petite vérole disparaisse de la planète, sans intervention divine, grâce au vaccin. Le Covid a encore de belles années devant lui… Malgré ses préventions contre la sclérose de l’Académie de Médecine, l’auteur dédicacera son livre « A mon très honoré Confrère, le Dr de Paul. Hommage de l’auteur. V. Delisle ». Humour ? le Docteur Depaul était le Directeur de la Vaccine… [note*] le Docteur VERDÉ-DELISLE n’en était pas à son coup d’essai : dès 1839, il avait publié « De la petite vérole considérée comme agent thérapeutique des affections scrophuleuses et tuberculeuses, suivi de considérations nouvelles sur la nature de ces maladies, et sur les résultats funestes de la vaccine » (Paris, Béchet jeune, 122 pp.), BNF 31557723 (Gallica), ouvrage aussitôt réfuté par le docteur Paul-Joachim BERNARD : « Quelques réflexions sur la vaccine et la nécessité des revaccinations (…) en réponse au mémoire de M. le Docteur Verdé de Lisle intitulé De la petite-vérole, et des résultats funestes de la vaccine » (Paris, Béchet jeune et Labé, 1840, 48pp.)., BNF 30091076 (Gallica). Ce dernier semble n’être qu’un homonyme de Claude Bernard… Il exerçait en Seine et Marne, à Champeaux (77082), où il était « vaccinateur cantonal » (canton de Mormant (77720), aujourd’hui celui de Nangis).
