Dopo a lettura, il De Luise rispondeva: "... l'Italia... è oppressa dagli schiamazzi del partito democratico e soverchiata dal partito consortista. Il vero popolo, non già la setta, né il partito, è deluso da' raggiri... Un gran numero di elettori, anzi la maggioranza... si astiene dal voto... Che ha da fare la Camera? Se la maggioranza è col ministero, avremo il potere esecutivo sorretto da moltiplicati puntelli. Se la maggioranza non è col ministero, sarà sciolta!"(pp.1-4).
