‎Bombay: Printed at the Courier Press by Shreecrustna Jagonathjee Prabhoo for the Honourable East India Company 1824. Regulating the "Bombay Buccaneers" the gendarmerie of the Gulf Sole edition of these detailed orders for the day to day running of the Bombay Marine the East India Company's navy which across three centuries was a vital factor in the consolidation of Britain's corporate colonization of Asia ranging from the Red Sea and Gulf to Indonesia and beyond. These are apparently the earliest maritime regulations printed in India. The publication is rare just two locations noted at the British Library and University of Minnesota. The Bombay Marine was founded in 1612 as the Honourable East India Company's Marine based at Surat England's first foothold in India to prevent predation of the Company's shipping in the Bay of Cambay now the Gulf of Khambat. In 1686 the fleet's home port was moved following the shift in the company's focus's trade to Bombay Mumbai and the fleet renamed accordingly. As the Bombay Marine expanded it became an important contributor to the expansion of British control a significant participant in the war against the Marathas and the Sidis and in the Anglo-Mysore and Anglo-Burmese wars. It also played a key regional supporting role to the Royal Navy whose officers mocked it as the "Bombay Buccaneers" in the sequence of late 18th- and early 19th-century "world wars" - the War of the Spanish Succession the Seven Years War and the Revolutionary and Napoleonic wars. The farthest-flung and perhaps most notable of these activities was the joint enterprise in the conquest of Java in 1811 successfully if briefly wresting control of the long-coveted commercial prize from the French-allied Dutch. In the Gulf the Bombay Marine's most significant role was in the sustained campaign to suppress the activities of the Wahabi Qasimi confederation. In 1809 after a brief suspension of hostilities following a blockade of the Arab fleet at Qeshm in 1806 a larger joint operation was raised against Ras-el Khaimah. There the squadron including ten vessels of the Bombay Marine "burned between fifty and seventy Qasimi ships in the bay. on 11 November. The next day the town itself was subjected to a three-hour bombardment. On 13 November British troops disembarked and launched a land-based assault on the town which surrendered after a few hours. The British squadron then rapidly set sail for other "pirate" lairs along the Persian side of the Strait of Hormuz. These smaller operations mainly involved destroying flotillas in lesser ports allied with the Qasimi sultan. Notably at Bandar Lengeh twenty dhows were destroyed. The Chiffon the Caroline and the Bombay Marine cruisers Mornington Ternate Nautilus and Fury next sailed for Luft on the northern coast of the island of Qeshm. In the battles that led to Luft's surrender the British lost eight men with twenty-three wounded" Crouzet pp. 60-61. They were similarly effective in the final campaign of 1819 which concluded with the signing of the General Treaty of Peace on which occasion Mountstuart Elphinstone 1779-1859 the governor-general of Bombay issued a general order praising the conduct of "the officers and men of the Hon. Company's Marine who have been spoken of in terms of the highest commendation by. Commodore Frederick Collier naval commander of the expedition whose established reputation and experience of the qualifications that distinguish the Naval profession renders his testimony to the Bombay Marine of peculiar value in the estimation of the Governor in Council" quoted Low p. 363. The Bombay Marine also contributed extensively to British expansion by their work as marine surveyors. Low comments "The officers of the Bombay Marine. have achieved a reputation that is perhaps unrivalled having regard to the numerical strength of the Service as compared to other navies or scientific services" p. 184. This detailed chronicle recounts the remarkable pioneering efforts of figures such as Lieutenants Robinson and Porter who worked along the coasts of Makran Sindh and in the Gulf between Muscat and Ras-al-Hadd; Archibald Blair whose surveys of the Andaman Islands are commemorated in the naming of Port Blair - now Sri Vijaya Puram; and John McCluer whose meticulous coastal surveys of India remained authoritative for over 70 years. McCluer also made important contributions to Horsburgh's East Indian Directory and to early Gulf charting extending his work as far east as the Pelew Islands the Sulu Archipelago and the coast of New Guinea. Daniel Ross conducted extensive surveys across the China Seas including the region around the new colony of Singapore. Also noted are the combined efforts of officers aboard the Discovery and the Psyche in the Gulf an enterprise initiated in 1820 by Captain Philip Maughan a former colleague of Ross and completed in 1829 by Commander George Barnet Brucks. "And when it was completed only one of the officers who had joined the Discovery and Psyche at its commencement Brucks himself was so fortunate as to retain his health and just as all was nearly complete he also broke down and was obliged to take two years' leave" p. 406. These regulations were issued at a time where the Bombay Marine's involvement in these increasingly complex operations called for formalization of its practices; they give an accurate picture of the strict on-board organization at this date. The opening section the most substantial comprises instructions to "Captains and other Officers commanding the Honorable Company's Cruizers" covering the commander's responsibilities his dress and the "general cleanliness and warlike appearance of the ship" his responsibilities for the well-being of the crew under his command the necessity of accurate accounting of ship's expenses and care of ship's stores and of keeping an accurate log of all orders officially given. Article XLI sets out the requirement that "accurate Surveys should be made of the different Bays Roadsteads" at every possible opportunity recording co-ordinates "of every place seen in the course of the Voyage" with the assistance of his officers surveying "in the most minute and careful manner every harbour or anchorage which the Ship may enter". Fair copies of these surveys are to be forwarded to the superintendent at the "earliest opportunity." Orders for lieutenants follow setting out the specifics of their duties in support of their superior officers delivering a daily reckoning of the ship's progress and examining the gunners' bosuns' and carpenters' accounts and maintaining discipline in the crew importantly guarding "against the illicit introduction of spirits or other intoxicating liquors into the ship". Specific articles relating to punishments and to victualling conclude the orders followed by appendices comprising 17 templates for the various logs receipts and records of expenses called for in maintaining ship's accounts. These include direct references to specific locations in the Gulf Muscat Bassadore Basaidu on Qeshm Marzoo Musa Bay Khuzestan Bushire Bushehr and Bussorah Basra. The volume includes an extensive index. These orders were promulgated by authority of the Superintendent Henry Meriton 1762-1826 whose lengthy career encompassed an unprecedented 12 voyages for the Company rising from 3rd mate to captain. In 1822 Elphinstone appointed Meriton as commander of the Gulf Squadron "Britain's permanent naval deployment in the Gulf. established following the 1819 campaign against 'piracy' when the Government of Bombay had decided it was necessary to build on its victory over the Qawasim and maintain a long-term military presence in the region" Monk. Meriton quickly worked out a plan for the squadron's organization and operations known as the "watch and cruise system" allowing for a continual presence patrolling exclusively on the "Pirate Coast" see Crouzet pp. 81-2.
