Ayatollah Ruhollah Khomeini's foundational statement of the doctrine of Islamic government translated by the U.S. government's Joint Publications Research Service JPRS immediately following the Iranian Revolution and during the Iran hostage crisis. The work originated in lectures Khomeini delivered while exiled in Najaf Iraq in January-February 1970 subsequently circulated as Hokumat-e Islami or Velayat-e Faqih "Governance of the Jurist". Khomeini argues for the necessity of government founded upon Islamic law and centrally for the political authority of qualified Islamic jurists-a doctrine that supplied an ideological basis for the governmental system established after the 1979 revolution. The lectures circulated clandestinely in Iran before the revolution and became an important statement of Khomeini's political thought. The present edition reproduces an English translation that was reportedly made in 1978 from an Arabic version rather than directly from Khomeini's Persian original a circumstance later translators and supporters of Khomeini have criticized as producing an unreliable rendering. Manor Books acquired the publicly available government text and issued it as a mass-market paperback in December 1979 with a sensationalized cover title. This edition includes a lengthy introduction and analysis by George Carpozi Jr. then a senior reporter for the New York Post. Carpozi narrates Khomeini's February 1979 return to Iran and the overthrow of the Shah before offering a hostile synopsis of the new revolutionary order. Khomeini's translated text itself ranges through the necessity of Islamic government Islamic law the qualifications and authority of rulers hadith and jurisprudence opposition to monarchy the political responsibilities of religious scholars and a program for creating an Islamic state.
