Carr was the Director of the Bureau of Women and Children. Charles A. Waters was the Secretary of the Department of Labor and Industry. The Bureau of Women and Children selected the glassware industry as a field for special study because of the important of the industry in the State of Pennsylvania the relatively large number of minors employed and the conditions of which which had been considered as part of the processes of glass making. The purpose of this study was to bring up to date the findings of previous surveys to learn what the current problems which the employment of minors in the glassware industry involved and to determine the methods which representatives employers had developed to address such problems. It was felt that the usefulness of the study could extend to all persons responsible for or interested in standards of work for minors under 18 years of age. Born in 1890 Charlotte Elizabeth Carr attended Miss Madiera's School in Washington D.C. She earned a B.A. from Vassar College in 1915. Following graduation Carr served as an investigator of the State Charities Aid in New York City 1915-1917. She was appointed Assistant Director of the Bureau of Women in Industry of the New York Department of Labor 1923. Two years later she was appointed head of the Section of Women and Children in the Pennsylvania Department of Labor and Industry. In 1929 Gifford Pinchot governor of Pennsylvania appointed her the first female Secretary of the Department of Labor and Industry. During the Depression Carr accepted an appointment as Director of Hull House the settlement house started by Jane Addams in Chicago. Carr ushered in changes that included replacing volunteers with paid workers and appointing professional staff to head each department. She created two new departments: the Community Service Department which initiated improvements in community housing schools and recreational facilities; and the Workers' Education Department which provided instruction in labor law and collective bargaining. The book appears to have been part of a limited edition made up for board members or other leaders of the Cincinnnati Symphony Orchestra. This volume has the name of Lucien Wulsin in gilt engraving on the cover. He was chairman of the board from 1936-to the time when this volume was issued. The book contains over 900 pages. Vintage "California Stage Review" program for the Westwood Playhouse production of "Jon Hendricks' Evolution of the Blues" with three black and white photographs housed in the original envelope circa 1978. Laid in program is a 6.5 x 5.5 inch flyer for the Coronet Theatre's production of "Bullshot Drummond." <br/><br/>Jon Hendricks first created his masterwork "Evolution of the Blues Song" later amended to "Evolution of the Blues" for the 1960 Monterey Jazz Festival. An ambitious survey of African American music from spirituals and field hollers to blues gospel and jazz Hendricks interspersed his own compositions with classics such as Ma Rainey's "See See Rider" and Big Bill Broonzy's "Sun Gonna Shine in My Door" along with standards "Swing Low Sweet Chariot" "New Orleans" and "Sometimes I Feel Like a Motherless Child." Acclaimed musicians and singers such as Jimmy Witherspoon Hannah Dean "Big" Miller Ben Webster and Pony Poindexter were enlisted for the performance and in 1961 Columbia Records released the acclaimed LP of the project. <br/><br/>In the 1970s Hendricks restaged the production at the Broadway Theatre in San Francisco where it ran for an unprecedented five years and in 1978 and 1979 at the Los Angeles' Westword Playhouse featuring performers Ka-Ron Brown Rosalind Cash Gary Chapman and others with co-direction and choreography by Donald McKayle.<br/><br/>Program 8.5 x 11 inches.
