Claude Hugau nous a laissé l'un des témoignages les plus passionnants jusqu'ici jamais publiés sur l'Inde de la fin du XVIIIe siècle. Petit parisien, fils de domestique né en 1741, il s'engage à l'âge de 16 ans et est rapidement promu porte-étendard et trésorier de son régiment. Il est désigné par Choiseul pour accompagner en 1769 le lieutenant-colonel Hügel et un groupe d'aventuriers dans une mission de coopération et d'observation en Inde, auprès du nabab de Mysore, Hyder Ali, père du célèbre Tipou Sahib, qui tente de résister aux Anglais à une époque où l'Inde aurait pu devenir française. La mission échoue, car le nabab s'est arrangé avec les Anglais, mais Hugau a pour sa part rempli la sienne en prenant des notes tout au long de son séjour avec beaucoup de pertinence, et en les rédigeant peu après son retour, en 1775, complétées par la relation de son propre voyage, pour les offrir à Monseigneur de Surfine, Ministre et Secrétaire d'État de la Marine.

Circa 1840. 1840. Good. - Hume's signature "Joseph Hume" is penned in black ink on a slip of cream-colored paper 3/4 of an inch high by 2-5/8 inches wide. The paper is mounted on a somewhat larger piece of card. The slip of paper is lightly foxed around the edges. Good. <p>Joseph Hume 1777-1855 was a Scottish doctor and a Radical Member of Parliament born in Montrose Angus. He moved to India in 1797 and was commissioned as a surgeon to an army regiment. He was able to take up work as an interpreter and commissary-general owing to his knowledge of the Indian language. After resigning and returning home in 1808 he traveled around England and Europe before entering politics as MP for Weymouth Dorset. He became acquainted with John Mill and the philosophical reformers of the school of Jeremy Bentham. Thereafter he devoted himself to political activism embracing such causes as improving the life of the working classes and trade union reform. He was especially known for holding the feet of Chancellors of the Exchequer to the fire challenging every item of public expenditure exercising a check on extravagance and causing the word "retrenchment" to be added to the Radical program of "peace and reform". Il vicer lord Mayo lo incaric di un vasto studio statistico di tutta l'India e nel 1871 lo nomin direttore generale della statistica. Il H. quindi ide il vasto Imperial Gazetteer of India', in cui si raccolse vasta messe di notizie su ogni provincia dell'impero, e mentre diresse tutto il lavoro, cur direttamente i volumi sul Bengala e l'Assam. In tutto furono pubblicati 128 volumi, che il H. riassunse nel 1881 in 9 volumi (IV ed., volumi 26, Oxford 1931). Lasciata l'India nel 1887, si stabil presso Oxford e divenne collaboratore del Times.
